ISSUANCE OF AMENDMENT (TAC NO. M84727)

The Commission has issued the enclosed Amendment No. 60 to Facility Operating I License No. DPR-21 for Millstone Nuclear Power Station, Unit 1, in response to I your application dated September 29, 1992, as supplemented November 6, 1992. 1 The amendment to Technical Specification (TS) Requirement 4.7.A.3.a.2 provides-an alternative to the currently required increase in Appendix J, Type A test frequency incurred after the failure of two successive Individual Leak Rate Tests. This only applies to the current condition of two consecutive Type A test failures (cycle 11 and cycle 13 refueling outages) vice a permanent change to the TS Surveillance Requirements. This TS change, along with Northeast Nuclear Energy Company's (NNECO's) exemption request dated November 4, 1992, will allow NNEC0 to return to the normal test schedule of three tests in 10-years. NNECO's exemption request was approved by Exemption _ dated January 11 , 1993. NNEC0's September 29, 1992, submittal also included a--
