Dear Mr. Salmon:

Subject: NRC Inspection No. 50-333/92-16

An announced radiological controls inspection was conducted by Mr. R. L. Nimitz at the James

A. FitzPstrick Nuclear Power Plant during the period August 18-21, 1992. The Ondings of the

inspection were discussed with you and members of your staff on August 21,1992.

Areas reviewed during the inspection were important to health and safety and are discussed in

the enclosed inspection report. These areas included organization and staffing, training of

radiation workers and radiation protection personnel, performance enhancement initiatives,

. implementation and adequacy of radiological controls for outage activities and the ALARA

-

- program,-

Overall, the inspector identified that generally good radiological controls were

implemented for the outage activities reviewed and that radiologically significant work activities

_

received a good level of ALARA review. Also, there appeared to be good tracking, control and -

implementation of performance enhancement initiatives.

'

- However, our review of your- radiological incident report program continues to indicate

weaknesses in the review, oversight and resolution of concerns identified via this important

program.

Our review also identified weaknesses in the program for ' control of portable:

- ventilation systems. These matters are further discussed in the enclosed inspection report.
