SUMMARY
- NUCLEAR MANAGEMENT AND RESOURCES COUNCll (NUMARC), DISCUSSION ON THE DRAFT NUMARC " GUIDELINE FOR t lCENSING NUCLEAR PL ANT DIGITAL l&C UPGRADES" On December 9, 1992 a meeting was held at NRC Headquarters in Rockville, Maryland, to discuss the draf t NUMARC, " Guideline for Licensing Nuclear Plant Digital 1&C Upgrades," as it relates to the draft Generic letter (GL) entitled, " Analog to Digital Replacements under the 10CfR 50.59 Rule."
Meeting participants included representatives of NUMARC, various utilities and consultants, and NRR. A list of attendees is provided in Enclosure 1.
NUMARC requested the NRC (staff) to provide comments on their submittal dated November 24, 1992, " Guideline for Licensing Nuclear Plant Digital l&C Upgrades" (Enclosure 2).
NUMARC stated their intention to provide guidance to licensees with this document on how they should approach the 10CfR50.59 (50.59) process for analog to digital (A/D) replacements.
This document would provide the guidance on what the 50.59 evaluation should contain and it will be issued as an EPRI document.
NUMARC would like the industry to use this document on a case-by-case basis for each A/D replacement so that the determination of an unreviewed safety question (USQ) can be made in a consistent way.
Although the staff recognizes that some A/D replacements can be accomplished under a 50.59 review, the NUMARC guideline will give the licensees further instruction on the types of issues they should review in the process.
The staff stated that most previous Safety Analysis Reports (SAR) and Safety Evaluations (SE) are based on analysis using analog equipment.
The staff stressed that common mode failure must always be considered in this 50.59 evaluation particularly with sof tware for digital replacements and interactions with other like digital equipment already installed.
The staff reiterated that the intention of the draft GL was that most A/D replacements should not be performed under 50.59.
The staff was asked to stipulate that if a certain type of replacement has already been reviewed and approved once, it will no longer need a review again I
on the same plant or even a different one.
The staff responded that although the review ef fort would be minimized because of the previous reviews on a lead plant, the licensing conditions of 50.59 must still be satisfied for each I

Robert M. Pulsifer will be lead Project Manager and will be the NRC contact on future interaction with the nuclear _ industry on analog and digital replacement.
Paul Loeser will be the lead technical reviewer.
