Primary Attendees: Mark Day, Utah Department of Health Mark Matthews, DOE Albuquerque Tom McCleary, Utah Department of Transportation Dan Gillen, NRC Discussion:

A. A brief meeting was held to discuss NRC coments on bid specifications (NRC letter to DOE, January 11,1985), and the State of Utah's responses (Utah letter to D0E, February 27,1985). I first indicated to Mark Day that all correspondence regarding NRC UMTRAP reviews must come through 00E. Therefore,'any proposed modifications to the RAP must be approved by DOE prior to transmittal to NRC for review and concurrence. Following a discussion of the coments, Mark Day indicated that Utah will submit their quality control document to DOE sometime in May/ June. This document will include information on the construction testing program, and will propose L modifications to the RAP regarding the rock absorption specification and the tailings placement moisture content requirements.

l WM54/WM41/DMG/85/04/23 APR 2 91985 B. I then_ attended a monthly meeting of the Salt Lake City Project Task Force. Status presentations were made respectively-by Utah Department of Health (Project Manager's report), Utah Department of Transportation (Engineer's report), Argee Corporation (Contruction Contractor's report),

and Morrison-Knudsen (Vicinity Properties report). Items of note are as follow:

o Argee has submitted its final Plan of Operation to the State: DOE, and subsequently NRC, will receive copies of this document shortly.

o. Utah's final Health and Safety Plan is being sent to DOE on April 22, 1985.

-o Work has begun at both the Vitro and Clive sites, with the first trainload of tailings scheduled for around July 1, 1985, and completion of the project scheduled for May 1987.

o A problem may exist in completing work at three large-cost vicinity

- properties prior to completion of tailings movement to Clive.

C. A visit to the Clive site'showed that two main operations were underway; excavation of the disposal cell, and rock crushing and separation.

Observation of the cell excavation indicated that the clay subsoils being excavated and stockpiled for the soil cover are indeed very high in moisture content as was described in the RAP. The rock crushing operation is presently separating and stockpiling rock for railroad aggregate, for the erosion protection layers on the side slopes and top of the pile, and for_the filter zone between the soil cover and erosion protection layer.

The rock generally consists of a basalt which appears to exhibit good durability characteristics.

II. Grand Junction Project Date: April 19, 1985 PTace: Colorado Department of Health Offices, Denver, Colorado

Purpose:

DOE discussion of design options for stabilization of the Grand Junction tailings.

DOE presented a design summary that addressed three alternatives; stabilization on' site (S0S), movement of tailings to the Cheney Reservoir site, and movement 0FC :WMLU: rb  :  :  :  :  :  :

WM54/WM41/DMG/85/04/23 APR 2 91985 of tailings to the Two-Road site. Various technical staff of Jacobs/Weston sumarized early characterization results and design plans, and the meeting attendees offered comments.

-Items of note are as follow:

o Thestabilizationonsite(S0S)alternativeisnotthesameasthe stabilization in place (SIP) designation previously used by D0E.

Tailings would be picked up and replaced under the SOS option.

o DOE is proceeding with seismotectonic characterization in greater detail than in the past. A meeting between Jose Valdes (NRC) and appropriate DOE staff is desired to generically discuss this aspect of site characterization. I indicated that this may be accomplished during the May 6-9 NRC/D0E excursion of the Indian sites.

o The Cheney Reservoir design alternative includes two questionable features; the proposed upstream diversion ditches may potentially fill *:ith silt and/or vegetation, and the subsoils proposed for the cover may not contain an adequate amount of fine material.

o A negative aspect of the Two Roads alternative would be truck transportation through Grand Junction. Movement to Cheney Reservoir would not involve as great a traffic impact.

o D0E's preliminary cost estimates indicate that movement to Cheney Reservoir by truck would be the least costly of these options. The SOS option cost is higher mainly due to the rock armoring costs.
