Dear Mr. Whitaker:

I apologize for the delay in my responding to your February 9 letter.

regarding senior reactor operators. My schedule has been filled with an extensive amount of travelling to power plants and your letter escaped attention for longer than I would have liked.

I appreciate your advising me of your concerns regarding the impact on operators of NRC training requirements.

While I am aware that upgrading the requirements of those who train operators has placed pressures on the existing pool of SR0s, I cannot agree that the solution is to remove all requirements for instructors. The Commission considered the factors such as those mentioned in your letter, but believed that the overall long-term benefits overrode the negative factors which might be expected during an implementation period.

I believe our experience to date suggests we can weather the termporary pressures on the SR0 pool.

I appreciate your letter and thank you for expressing your Concerns.
