Dear Mr. Groesch:
This is in response to your letter dated April 17,1984, in which you requested, pursuant to the Freedom of Infomation Act (FOIA), records related to a letter dated April 2,1984, to James M. Cain of Louisiana Power and Light from Darrell Eisenhut.
We have been infomed by the staff that the records which are subject to this F0IA request consist of three transcripts of interviews between staff of NRC's Office of Investigations (OI) and allegers regarding the Waterford Unit 3 plant.
Because certain allegations made during those interviews pertained to safety issues, the transcripts were transmitted to other NRC staff for appropriate action. On April 2,1984, the staff undertook an intensive review to resolve issues in order to reach a licensing decision on Waterford Unit 3.
Among other things, in September,1984, the staff published a supplemental safety evaluation report, NUREG-0787, Supplement No. 7.
Shortly thereafter, the staff began to review records related to that report which were subject to this FOIA request and other related FOIA requests. The NRC recently made over two thousand records available for public inspection and copying at the NRC Public Document Room. However, the three transcripts subject to this FOIA request were among records that were withheld from disclosure, because of ongoing OI investigations.
For your information, I am enclosing copies of certain related FOIA requests (F01A-84-455, FOI A-84-426 and FOIA-84-449) and NRC's response letters with appendices that list the subject records.
In the event you may be hterested in obtaining copies of any of the records disclosed under those related FOIA requests, I am also enclosing a copy of a notice that provides procedures and charges for obtaining records from the NRC's Public Document Room.

6.2 Review of Concrete Placement Packages
' 6.2.1 The Reviewer shall refer to the Concretc/Crout Preplacenent In-spection Record / Checklist for applicable items involved in a par-
'e ticular concrete placement.
6.2.2 The Reviewer shall perform a quantitative check utilizing.1 to determine if all the required documents are in the package.
6.2.3 All documents in the ps-kage shall be reviewed for completeness and legibility.
c 6.3 Review of Grout Placement 'pckages 6.3.1 The Reviewer shall check the documents in the Grout Package to determine the item being grouted and the type of greut used.
6.3.2 The Reviewer shall perform a quantitative check utilizing.1 to determine if all the required documents are in the package.
6.3.3 All documents in the package shall be reviewed for completeness and legibility.
6.4 Assembling of Completed Packages 6.4.1 The Reviewer shall assure that all documents are arranged in accordance with the Package Index/ Documentation Guide.
6.4.2 When discrepancies are identified during the review, they shall be listed on Form QAI-9.2.
The package and deficiency list will be sent to the appropriate department for resolution.
