Dear Mr. Eliason:

This letter forwards the report of the announced team "spection conducted by

Messrs. R. Bywater, C. Brown, T. Kobetz, J. Neisler, R. Roton, and

E. Tomlinson from June 8 through July 31, and August 12 through 14, 1992, of

activities at the Prairie -Island Nuclear Generating Plant, Units 1 and 2,

authorized'by NRC Operating. Licenses No, DPR-42 and No. DPR-60.

This

inspection was conducted serially, that is, inspectors were onsite

individually during different windows of the inspection period. We discussed

our findings with Messrs. M. Wadley, G. Goering, and other members of your

staff on July 29, 1992.

Additional debriefing meetings were held with

representatives of your staff at the conclusion of each inspection window.

The purpose of:this inspection was~ to observe and evaluate in-situ

-

qualification testing activities-and verify as-built conditions relative to

the- Prairie Island station blackout / electrical safeguards upgrade (SB0/ESU)

modification.

The enclosed copy of:our-inspection report identifies areas examined during

the inspection. Within3 these areas, the inspection consisted of a selective

examination of-procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

-inspection. A number of Inspector Followup Items were identified and are

-

discussed in the attached report.

Resolution of issues identified in these

Inspector. Followup Items will be inspected further during future inspections.

In- accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document.Ro'om.
