SUPPLEMEllTAL AGREE!1EllT BETWEEN THE UNIVERSITY OF OKLAHOMA AND THE U.S. NUCLEAR REGULATORY COMMISSION THIS SUPPLEf1 ENTAL AGREEMENT, effective the 1st' day of July,1985 by and between the UNITED STATES OF AllERICA (hereinafter referred to as the

" Government"), as represented by the UflITED STATES NUCLEAR REGULATORY C0ftilSSION (hereinafter referred to as the " Commission"), and the UflIVERSITY OF OKLAHOMA (hereinafter referred to as the " Contractor").

WITNESSETH THAT:

WHEREAS, the parties desire to modify Contract No. NRC-04-82-006-01 as hereinafter provided, and this supplemental agreement is authorized by law, incuding the Energy Reorganization Act of 1974, as amended, and the Atomic Energy Act of 1954, as amended.

110W, THEREFORE, said contract is hereby modified as follows:

1. Appendix A, attached to this supplemental agreement and made a part hereof, provides for the research to be perfomed by the Contractor during the contract period specified therein.
2. In Article II - Period of Perfomance, the date " June 30,1986" is substituted for the date " June 30, 1985."
3. In Article III - Consideration, the sum "$138,149.00" is substituted for the sum "5109,198.00."
4. In Appendix A, Article A-II(a)(3) the following is added:

"(iii) All contractor travel must have the prior approval of the NRC Project Of ficer."

3 Article A-1 RESEARCH TO BE PERFORMED BY CONTRACTOR l

(a) The scope of work under this contract is unclassified and shall be l in accordance with Contractor's proposal entitled, " Study of the  !

Seismicity in the Vicinity of the Nemaha Ridge in Oklahoma" dated March 3,1982 and as revised May ll,1982 and May 19, 1982. Specifically, the Contractor shall perform the following tasks.

1. Continue to operate the network (a) with a minimum of down time (less than 5% of time) for the individual stations and the central recording facility and (b) with fully-trained personnel qualified to operate the equipment. The Contractor shall provide a graphical representation of the temporal operational status of the network in each quarterly report.
2. Continue to determine the hypocentral location and magnitude (a local scale tied to a regional scale and the Richter scale) of all earthquakes within the instrumented area down to mb l 2.5.
3. Continue to conduct analyses of recorded data. The analyses will include, but not necessarily be limited to, the following:
a. Location of earthquakes within the study area including depth of assignment of a magnitude (the Contractor shall note that accurate depth infonnation is very important to this project);
b. Delineation of seismically active areas based on new and historic data; c.

Continue determinaten of fault motions and stress directions through the calculation of focal mechanisms, single event and composite, when practical;

d. Continue the study af the regional velocity structure i 4

using both earthquakes and explosions, such as quarry blasts and; l

e. Continue the study of the propagation characteristics of i seismic waves in the study area.
4. With the concurrence of the P0, relocate or establish new stations i as it becomes necessary, i
5. Continue to report any interesting or significant earthquakes i within the study area to the P0 by telephone. '

6. The contractor shall continue to excavate trenches across the I I r

Meers fault in two locations along the exposed trace of the fault as shown in Figure 1 on page 2 of the contractor's proposal. One of these tre'nches shall be excavated in August 1984, the other in February 1985. Both trenches shall be mapped by personnel experienced in trench mapping. Organic material found in the trenches shall be used for absolute age dating.

b. Within six months from the date of the first trench excavation, the contractor shall submit a preliminary '

report showing the results obtained'from trench mapping ,

and age dating. Within 18 months from the date of the ,

contract modification, the contractor shall submit a final report, which shall include cross sections and maps of the trench sites, age dates and an analysis of the trench data and seismicity observed on the fault.

(b) The Principal Investigator expects to devote the following approximate amount (s) of time to the contract work: ,

1 (5) Indirect costs based on a predetennined rate of 26% applicable to Modified Total Direct Costs for the period July 1,1985 through June 30, 1986. '

(b) Items, if any, significant to the perfonnance of this contract, but excluded from computation of Support Cost and from consideration in proportioning costs: NRC CONTRIBUTION: NRC shall continue to pay the cost of telemetry over existing telephone lines' separately from this contract, only for those telephone lines in existence under the previous NRC Contract No. NRC-04-76-314.

(c) Time or effort of Principal Investigator (s) including indirect costs and fringe benefits contributed by Contractor but excluded from com-putation of Support Cost and from consideration in proportioning costs:

Dr. Kenneth Luza - 10% of his time throughout the contract period Article A-III The total estimated cost of items under A-II(a) above for the contract period stated in this Appendix A is $138,149.00; the Consnission will pay 100 percent of the actual costs of these items incurred during the contract period stated in this Appendix A, subject to the provisions of Article III and Article B-XXVIII. The estimated NRC Support Cost for the contract period stated in this Appendix A is $138.149.00.

The estimated NRC Support Cost is funded as follows:

(a) Estimated unexpended balance from prior period (s) $ 0 (b) New funds for the current period $28,951_.00 (c) The new funds being added in A-III(b) constitute the basis for advance payments provided under Article B-X.
