Dear Mr. Licht:

We have received your letter of November 17, 1992, requesting a meeting to discuss the technical issues associated with fire barrier systems and fire endurance acceptance criteria as they pertain to Appendix R raceway requirements.

In response to your request, a meeting to discuss fire endurance acceptance criteria and technical requirements as they apply to 3M, Eternit, Promatec and other interested fire barrier vendors has been scheduled for January 7,1993, at URC Headquarters in Rockville, Maryland.

Previous meetings (July 7, August 12 and 25, September 24, and November 19, 1992) that discussed issues associated with Thermo-Lag fire barrier products between NRC staff and NUMARC representatives, have been public meetings.

These meetings have been well attended by both industry and the public.

One of the purposes of these previous meetings was to solicit public comment and feedback on the issues associated witF Thermo-Lag fire barrier systems.

Because of a number of fire endurance i aceway test failures of Thermo-Lag f' ire barrier material, the NRC's immediate concern was to address this type of barrier problem.

However, the NRC does plan to address other fire barrier products used by industry to protect the safe shutdown trains from fire.

The proposed NRC fire endurance acceptance criteria discussed at a public meeting on November 19, 1992, attended by NUMARC and other industry representatives, was developed to be generically applicable to fire barrier systems for separation of safe shutdown functions within the same fire area.

The NRC plans to issue the criteria through the normal regulatory process.

This process provides an opportunity for public comment. We welcome discussions with you on these criteria.

We look forward to your presentation on the technical histories and product capabilities as they pertain to the NRC's existing regulations.
