%.. . **' Washington, D.C. 20555 BIOGRAPHY PETER A. BRADFORD Peter A. Bradford was sworn in as a member of the Nuclear Regulatory Commission on August 15, 1977, after being nominated for a five-year term by President Carter and confirmed by the U.S. Senate.

Before becoming a member of the Commission, he had served on the Maine Public Utilities Commission since December i 1971 and was Chairman for an ll-month period beginning in August 1974. During his term, the Maine Commission undertook major initiatives in consumer and environmental protection ~,

telephone and electric rate reform, and in investigating the several ways in which utilities are permitted to charge " tax expenses" to their customers many times larger than any taxes paid to the government.

Prom 1968 to 1971, Mr. Bradford served as an advisor to Governor Kenneth Curtis of Mainc with particular responsi-bilities for oil, power and environmental matters. He assisted in drafting landmark Maine laws relating to oil handling and industrial site selection. After being named to the Public Utilities Commission, he also served, from

  • December 1971 to October 1972, as Executive Director for the Governor's Task Force on Energy, Heavy Industry and the

. Maine Coast.

He is a 1964 graduate of Yale University and received

, his law degree from the Yale Law School in 1968.

I During 1964 and 1965, he taught English and American history in Greece. He also has participated in a 1968 b1ph Nader-sponsored study of the Federal Trade Commission and is the author of Fragile Structures: A Story of Oil Refineries, National Security, and the Coast of Maine.

l BIOGRAPHY JOHN F. AHEARNE John on Commission F. July Ahearne was 31, 1978, sworn in as a member of the Nuclear Regula 1983. to serve a five-year term ending June 30 March 3,He served as Chairman of the Commission from December 7,1979, to 1981.

Before joining the Commission, Mr. Ahearne was Deputy Assistant Secretary for Resource Applications in the Department of Energy. He previously had served on the staff of the White House Energy Policy and Planning National Office, Energy Act.working on the nuclear and conservation portions of the Commissioner Ahearne was born June 14, 1934, in New Britain, Connecticut.

He earned his B.S. degree in engineering physics from Cornell University in 1957 and also holds an M.S. degree from Cornell.

Dr. Palladino came to the NRC from Pennsylvania State University, Engineeringwhere he had been Dean of the College of since 1966.

He also served as the first Head of the Department of Nuclear Engineering at Penn State from 1959-66, developing and implementing course work and graduate programs and research.

Before going to Penn State, he was employed by Westinghouse Electric Corporation for 20 years, including four years on .

.oan to the Oak Ridge (Tennessee) National Laboratory and the Argonne (Illinois) National Laboratory.

From 1950-59, while working at Westinghouse, Dr. Palladino was in charge of reactor core design for the submarine prototype reactor for the Nautilus and for the Shippingport Atomic Power Station in Pennsylvania, the nation's first full-scale nuclear generating station.

Dr. Palladino has served on a number of nuclear safety '

committees, including the NRC's Advisory Committee on Reactor Safeguards, which conducts technical reviews of safety con-siderations related to nuclear power plants. He was vice chairman of the committee in 1966 and chairman in 1967. In addition, he served as President of the American Nuclear  :

Society in 1970-71.

More recently, he was a member of the Pennsylvania l Governor's Commission on Three Mile Island and participated '

in an NRC Special Task Force evaluation of the cican-up activities at Three Mile Island 2. He also has served as chairman of the Pennsylvania Advisory Committee on Atomic Energy Development and Radiation Control, and as a member of  ;

the Governor's Science Advisory Committee, for which he chaired the Energy Management subcommittee, i

5 2-o* Dr. Palladino was born in Allentown, Pennsylvania, on November 10, 1916. He received his B.S. and M.S. degrees in mechanical engineering from Lehigh University in 1938 and 1939. In addition, he did graduate work in nuclear engineering at the University of Tennessee and in business and management at the University of Pittsburgh. Lehigh University awarded him an honorary degree of Doctor of Engineering in 1964.

He is married and has three daughters.

BIOGRAPHY THOMAS MORGAN ROBERTS Thomas Morgan Roberts, who has first-hand experience in the manu-facture of nuclear power plant components, was sworn in as a member of the Nuclear Regulatory Commission on August 3,1981.

Mr. Roberts served as Chief Executive Officer and President of the Southern Boiler & Tanks Works, Inc., of Memphis, Tennessee, from 1969-1978. His ~ experience in nuclear-components manufacturing required daily contact with relevant codes, standards and regulations. He joined the company in 1962.

Mr. Roberts also has been an underwriting member of Lloyd's of London and a director of Boyle Investment Company.

He received his B.S. degree in Industrial Engineering from the -

Georgia Institute of Technology in 1959 and, subsequently, was commissioned an ensign in the U.S. Navy. He served as engineering officer during his three years aboard a Navy destroyer.

Mr. Roberts has been active in civic and cultural affairs having served as a member of the Employee Benefits Committee of the National Association of Manufacturers and was formerly President of the Memphis Symphony. He is currently a Vice President and member of the Executive Committee of the Washington Opera.

Mr. Roberts and his wife are residents of Memphis, Tennessee,

but currently reside in Washington, D.C. They have three children.

..... Washington, D.C. 20555 BIOGRAPHY JAMES KILBURN ASSELSTINE James Kilburn Asselstine was sworn in as a member of the Nuclear Regulatory Commission on May 17, 1982 to serve a term ending June 30, 1987.

Before his nomination by President Reagan and confirmation by the U.S. Senate, Mr. Asselstine served as Associate Counsel of the Senate Committee on Environment and Public Works since January 1981. Previously, he was Minority Counsel for that comittee's Subcomittee on Nuclear Regulation from 1978 to 1981. He also had served as Assistant Counsel for the fonner Congressional Joint Committee on Atomic Energy from 1975 to 1977.

From 1977 to 1978, Mr. Asselstine was a staff attorney in the Regulations Division of the NRC's Office of Executive Legal Director, and from 1973 to 1975 was a legal intern and staff attorney for the NRC's Atomic Safety and Licensing Appeal Panel.

He was graduated from Virginia Polytechnic Institute in 1970 with a bachelor of arts degree, and received his law degree from the University of Virginia ir. 1973.

Mr. Asselstine was born June 7,1948. He and his wife live in Alexandria, Virginia.

Lando W. Zech, Jr., a retired vice admiral and nuclear submarine comander, was sworn in as a member of the Nuclear Regulatory Comission on July 5,1984.

Mr. Zech's last assignment before joining the Commission was as Chief of Naval Personnel and Deputy Chief of Naval Operations for Manpower, Personnel and Training, stationed in Washington, D.C., from July 1980 until his retirement as a vice admiral on October 1,1983.

During his 39 years of comissioned service in the U.S. Navy he was com-manding officer of both surface ships and submarines, including the experimental-high-speed submarine USS Albacore, the nuclear submarine USS Nautilus, the fleet ballistic missile nuclear submarine USS John Adams and the guided missile cruiser USS Springfield. He also held comand responsi-bilities for the first overhaul of a nuclear powered ship, the Nautilus, and the comissioning of the USS John Adams.

His shore assignments included the Secretary of Navy's Office of Program Appraisal, Deputy Chief of Legislative Affairs, and Deputy Comander of the Navy Recruiting Comand, all in Washington, D.C., from 1970 to 1974; Commandant of the Thirteenth Naval District, Seattle, Wash., until 1976 when he was named Chief of Naval Technical Training, Memphis, Tenn. From 1978 to 1980 he served as Comander of U.S. Naval Forces in Japan, Comissioner Zech was born June 29, 1923, in Astoria. Oregon. He graduated from the U.S. Naval Academy in 1944 and received an M.S. degree in International Affairs from George Washington University in 1971.

! Among his honors are two Distinguished Service Medals, two Legion of j Merit Awards and the Navy Comendation Medal.

Mr. Zech and his wife live in Falls Church, Va. They have five daughters, i

Bernthal, who served on the faculty at Michigan State University and later on the legislative staff of Senator Howard Baker, was sworn in as a member of the Nuclear Regulatory Commission on August 4, 1983.

Prior to his nomination by President Reagan and con-firmation by the Senate, Mr. Bernthal was chief legislative assistant to Senator Baker of Tennessee since 1980. He also served as legislative assistant from 1978-1979.

Previously, Mr. Bernthal was a professor of chemistry and physics from 1970-1977 at Michigan State and taught a number of classes designed to introduce students to the understanding and safe handling of radioactivity. For five years, he was a member of the University Reactor Safety Committee and the University Radioisotopes Committee.

During the last 15 years, Mr. Bernthal has engaged in collaborative research with nuclear scientists from Denmark, Germany, Canada and the United Kingdom. He has done advanced study at Yale University, and was a visiting scientist at the Niels Bohr Institute, University of Copenhagen, in 1976-1977.

A member of the American Physical Society and the American Chemical Society, Mr. Bernthal is the author of

more than 40 scientific publications in professional scientific journals.

He was graduated with a bachelor of science degree from Valparaiso (Indiana) University in 1964 and received his PhD. in nuclear chemistry from the University of California at Berkeley in 1969.

Mr. Bernthal was born January 10, 1943. He is a resident l of Oak Ridge, Tennessee, and is currently living in Washington, l D.C. .
