gg, gs in response to your letter to me dated January 21, 1985 wherein you
asked several questiohn about NRC Inspection Report No. 50-445/84-39.
p3 e general answer to your questions, you should know that the inspection
conducted was an unannounced inspection which is part of routine program to
determine whether the licensee is carrying out its activities in a manner
consistent with its ultimate responsibility for safety. All inspection reports
undergo supervisory review to assure that they are comprehensive enough to
adequately cover the subject matter treated in the report.
Similar super-
visory reviews are app)ied to reviews of any licensee responses that may be

required.
As a matter of prudent use of resources. I am unable to justify the expenditure
'
of staff time to respond to the spectrum of questions that could be raised by
members of the public regarding the background or reasons for any particular
statement in a given inspection report.

on the report, and you can be assured that the points you raised will be factored
into our normal follwup Process.
