Limerick Generating Station, Units 1 and 2 Response To NRC Request Regarding Actions To Minimize Potential Chilling Effects NRC letter dated December 8, 1992, issued a Notice of Violation and Proposed Imposition of Civil Penalty for Limer.ick Generating Station, Unit 1, concerning a finding of discrimination in violation of 10CFR50.7, " Employee Protection."

This letter also requested that we describe any actions taken, or plan to take, in addition to those documented in our May 8, 1992 response to minimize any potential chilling effect arising from the alleged discrimination.

The following is our response to this request.

A number of corrective actions will be taken to minimize any potential chilling effect, in addition to those included'in our May 8, 1992 response.

Utility management wJ11 discuss protected activities at monthly meetings with the involved contractor's personnel.

Line management will also discuss protected activities with all utility and contractor personnel.

_These discussions will include _the-definition of-a concern, to whom concerns may be identified, and protection from discriminatory actions toward an employee associated with a concern.

Separate discussions will be conducted.with supervision emphasizing the rights of employees raising concerns in order to sensitize all levels of supervision to the protected activity process.

Protected activities will be highlighted ir a refueling outage information-pamphlet.

The pamphlet is used by personnel as an

- information resource throughout the outage.

Additionally, posters describing the process for raising concerns are being updated and-replaced.at existing locations, and are being posted at new locations.

These posters outline the process for raising concerns through supervision and management, remind-personnel of the phone numbers for the anonymous Quality Concerns Hotline, and provides the phone numbers for the NRC Resident inspectors, Region I, and NRC Headquarters.
