.- o OCT 2 6 1984 MEMORANDUM FOR: Those on the Attached List FROM:

Karl V. Seyfrit, Chief Reactor Operations Analysis Branch Office for Analysis and Evaluation of Operational Data

SUBJECT:

A PROCEDURES GUIDE FOR THE APPLICATION OF RISK PERSPECTIVES Enclosed for your information and use is a procedures guide for the application of risk perspectives in assessing the safety significance of events or issues related to reactor operating experience. The staff of AEOD have extensively reviewed the preliminary version of the guide and have provided many helpful comments and suggestions.

To the extent feasible, these comments and sugges-tions have been incorporated in the final guide.

This procedures guide is intended to provide the staff of AE0D a simplified method for assessing the safety significance of events or issues under con-sideration by AEOD, utilizing the important insights gained in comprehensive risk studies conducted in the past decade.

It is also intended to serve as a source of information regarding probabilistic assessments of reactor accident risks.

Finally, this guide is designed t'o assist the user to obtain well founded quantitative estimates of the risk reduction potential associat'ed with major AEOD recommendations.

It is anticipated that the guide will be periodically updated to incorporate additional 1 suggestions as well as reflecting new knowledge and insights gained in current research and the various ongoing risk studies.

As such, it should l

be considered as an evolving document.

The guide should be used to justify i

major AEOD recomendations contained in case study reports initiated after.

January 1,1984.

If you have any questions or coments, please contact me or Peter Lam at extension 24438.
