NRR OFF dent!ETTER4G!d25, REVISION 1 - PROCEDURE FOR RESEARCH AND STANDARDS C0 ORDINATION The Office of Nuclear Regulatory Research (RES) funds and manages work important to NRC to resolve safety issues, to provide NRC with analytical tools and data for independent assessment and verification of reactor safety questions and in support of rulemaking activities.

A large portion of their work is in response to and support of NRR needs.

Providing effec-tive monitoring and direction of this work is considered an important NRR function.

Since the RES work is in support of more than one division in NRR, a coordination function has been established in the Division of Safety Review and Oversight (DSR0) to facilitate NRR interactions with RES, to ensure RES activities receive proper and timely NRR review and to ensure an office wide perspective and position is developed on questions of a pro-granmatic or budgetary nature.

This procedure describes the roles and responsibilities of DSR0 and the other NRR Divisions in carrying out this task.

The NRR/RES coordination activity within DSR0 will be implemented through the Safety Program and Evaluation Branch (SPEB).

This branch will provide personnel for coordination responsibility and maintain cognizance about industry and technical community activities in research and standards efforts in areas of interest to NRR.

SPEB will act as a single point of contact for NRR programmatic and budget inputs to CES.

Likewise RES will maintain their formal contacts with NRR on programmatic and budget items through SPEB.

Technical staff discussions between offices regarding research and stancards work, including the technical content of programs, should continue to be done at the staff level and need not go through SPEB.

However, since the Division of Safety Review and Oversight will be recom-mendi,ng the overall NRR Research and Standards program needs and priorities, it is important to keep SPEB advised of areas of technical discussions between offices.

Each division within NRR shall be responsible for reviewing and determining that the RES programs being conducted in support of that division's function are consistent with division needs regarding scope, technical content and schedule.

In this capacity each NRR division should cooperate and work

closely with SPEB in the review of the RES programs in support of NRR, in identifying the need for additional work and in providing input to SPEB regarding direction to RES to ensure their programs meet NRR needs.

t' is also responsible for disseminating research reports (both domestic and foreign) to the appropriate individuals within NRR.

These reports describe i

status, results and future plans of research work which are of interest to NRR.

SPEB will briefly review these reports to determine their importance and if Board notification is warranted; however, the NRR technical leads for the research areas have final responsibility for determining the impor-tance and use of these reports, including the need for Board notification.

Each division should communicate its recommendations for research needs and standards actions, comments on approved research and standards projects, 3-d ;ther interoffice communications requesting actions by RES to SPEB for ce;;er office coordination.

This requirement for formal interaction with RE5 to ce cnanneled and coordinated through SPEB/DSR0 is intended to provide management centrol on these matters but it does not preclude informal contact and interaction between NRR and RES staff.

On the contrary, informal tech-nical discussions between the NRR and RES staff are encouraged and may take place without the involvement of SPEB/DSR0 as long as overall management control is coordinated by SPEB/05RO.

This Office Letter supplements the guidance for interactions with RES contained in Office Letters No. 6 and No. 23.
