SUBJECT: NRC IN-0FFICE INSPECTION

This letter refers to the in-office inspection conducted by Ms. G. H. Good of

this office during the period November 9 through December 15, 1992, of

activities authorized by NRC License No. NPF-1, and to the discussion of our

findings held by Ms. Good with Mr. T. Walt and other members of your staff at

the conclusion of the inspection.

This in-office inspection was conducted to review Revision 7 to emergency plan

implementing procedure EP-001, " Emergency Classification," submitted to us on

July 13, 1992, under the provisions of 10 CFR 50.54(q) and 10 CFR 50, Appendix

E.IV.B and E.V.

No deviations or violations of NRC requirements were identified within the

scope of this inspection. EP-001, Revision 7, continued to meet the standards

in 10 CFR 50.47(b) and the requirements in 10 CFR 50, Appendix E; however, one

of the changes appeared to decrease the effectiveness of the emergency plan.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
