Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. OPR-73 Docket No. 50-320 Technical Specification Change Request (TSCR) No. 49 and Recovery Operations Plan Change Request (ROPCR) No. 31 The Licensee requests that the changes described in Section 2.2 of the attached Safety Evaluation Report (Attachment 1) be incorporated in the TMI-2 Technical Specifications. The attached report describes and evaluates changes proposed for simplification of the Technical Specifications and Recovery Operations Plan as they relate to building atmospheric control systems.
The purpose of this SER is to more accurately and precisely reflect the requirements for building atmospheric control systems given the present source terms and release mechanisms at TMI-2. The attached SER discusses, in detail, the entire requested change package.
The specific changes requested are:
Sections 3.7.7 and 4.7.7 - Control Room Emergency Air Cleanup System Delete all requirements for operability of the HEPA filters, charcoal filters, cooling coils, and bypass fans.
Sections 3.9.12.1 and 4.9.12.1 - Fuel Handling Building Air Cleanup System Delete quantitative fan flow requirements that are based on two of four exhaust fans operating continuously. Add a requirement for operability of a single exhaust fan (without quantitative flow limits). Retain the requirement for maintenance of a minimum one-eighth inch water gauge building negative pressure.
Sections 3.9.12.2 and 4.9.12.2 - Auxiliary Building Air Cleanup System Same as changes to Technical Specification Sections 3.9.12.1 and 4.9.12.1 described above.
Reason for Change The reasons for the proposed changes in this Technical Specification Change Request, as discussed in the attached SER, Section 3, include plant resources allocation and radiological considerations.
Safety Evaluation Justifying Change The justification for the proposed changes is presented in Sections 4 and 5 of the attached SER.
The justification for the deletion of certain Control Room Emergency Air Cleanup System requirements is based on demonstrating that Control Room habitability can be assured, within accident exposure limits, assuming the worst case TMI-l accident.

postulated accidents assuming no credit for exhaust filtration.

As discussed in Section 7 of the attached SER, none of the proposed changes in Technical Specification Change Request No. 49 constitute a reduction in safety margins or new potential threats to the health and safety of the public.
These changes,' therefore, do not constitute a significant hazard as defined by the Interim Final Rule relating to Significant Hazard Considerations.
Amencinent Class Pursuant to the reguirements of 10 CFR 170, Licensing Fees, an application fee of $150.00 is attached.
