TO DISCUSS PROPOSED'HIGH-ENRICHED URANIUM (HEU)
DOWNBLENDING, PROCESS-On December 16,~1992, staff from the' Office-offNuclear Material' Safety and Safeguards (NMSS). met:with NFS representatives to-discuss the staff's proposed questions and comments on NFS' November 25, 1992, submittal regarding a proposed process to downblend HEU to low-enriched uranium.
The NFS submittal was made in response to the staff's November 12, 1992, request for additional information on the NFS' process description dated October 15, 1992.
The staff's review of the November 25, 1992,-submittal-identified several questions regarding the revised fault tree for the operation and the responses to the staff's questions'in the areas of nuclear criticality-safety, process safety, and environmental-protection.
The staff also concluded that in accordance with License Condition 49, the information on the downblending process.
should be resubmitted in the form of a license amendment application.
