Dear Dr. Ludwick:
Thank you for your letter of September 28, 1987 concerning our efforts to improve the testing of nuclear grade charcoal.
You are correct in saying that, after the TMI accident, the NRC f elt that use<1
, charcoal should be tested without equilibration.
There was a concern that an extended period of equilibration would rejuvenate spent charcoal.
More re-cently, however, laboratory tests have shown that the rejuvenation concern was unfounded and that tests conducted without equilibration are relatively unreli-able.
Consequently the regulatory position is being changed to reflect the preponderance of the relevant scientific evidence.
The aforementioned conclusions about the need for equilibration in testing used charcoal are discussed in the proceedings of the 19th Nuclear Air Cleaning Conference (NUREG/CP-0086).
The supporting data are presented in our contrac-tor's technical evaluation report (EGG-CS-7653).
