Dear Mr. DelGeorge:

This refers to the routine safety inspection conducted by J. D. Smith,

R. J. Leemon, R. B. Landsman, D. E. Jones, F. A. Maura, and J. R. Walker of this

office from November 10 through December 21, 1992. The inspection included a

review of activities authorized for your Zion Nuclear Generating Station. At the

conclusion of the inspection, the findings were discussed with those members of

your staff identified in the enclosed report.

The enclosed copy of our inspection report identifies areas examined during the

inspection. Within these areas, the inspection consisted of a selective

examination of procedure and representative records, observations, and interviews

with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. An previously unresolved item for an inadequate procedure

for splitting of the component cooling water system in the event of a leak was

determined to be a violation. As described in the enclosed inspection report,

the violation was categorized at Severity Level V. A Notice of Violation is not-

being issued because the criteria specified in Sections III.A. and V.G.1 of the

" General Statement of Policy and Procedures for NRC Enforcement Actions",

Enforcement Policy,10 CFR Part 2, Appendix C (1992) were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.
