Dear Mr. Maxin:
This refers to your letter dated November 30, 1992, requesting renewal of Certificate of Compliance No. 5908 for the Model No. DOT-6M Type B package.
Certificate of Compliance No. 5908 has been terminated, and use of the package under the General Li::ense of Subpart C of 10 CFR Part 71, or under the provisions of 49 CFR S173.471, is no longer authorized.

Company, the certificate holder, chose to replace the Model No. 00T-6M Type B package with a new package design, which is currently under NRC review. _The certificate was extended on two occasicas to provide a transition period to develop a replacement packaging.
If you wish to apply for-a ne.: sertificate which authorizes use of'the DOT-6M Type B package, you must submit an application which shows that the package design meets all the requirements of 10 CFR Part. 71, including the containment -
provisions in 10 CFR 971.51, and the double containment provisions for plutonium in 10 CFR G71.63. The application should be whole and complete in itself and 'in' the format of Regulatory 7.9.
Include engineering-drawings of the package design, a complete description of the contents and materials'of-construction, operating procedures, acceptance tests, and a maintenance program.
Show that the materials of construction used_for the~ containment vessels have adequate fracture toughness.
Also, in.the sections.on operating procedures, acceptance tests, and a maintenance program, include the leak tests that will be performed on the package before first use, before.each 4
shipment, and annually.
