50-424/85-11, 50-425/85-11 Attention: Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information in response to the violation identified in USNRC inspection report 50-424/85-11 and 50-425/85-11.

Violation 50-424/85-11-02. " Failure to Follow Procedure for Field Welding Inspection" - Severity Level IV The violation identified a weld preparation (weld 001-W-02F on isometric drawing 1K4-1508-003-01) which was signed off as acceptable following a visual examination by a Pullman Power Products (PPP) QC inspector even though the weld preparation land thickness did not meet the 1/16" i 1/32" required by Welding Procedure Specification (WPS) 38-III/I-8-KI-1 for over half of the weld preparation's circumference.

Georgia Power Company offers the following response pursuant to the criteria of 10 CFR 2.201:

Georgia Power Company acknowledges the violation as identified in the NRC inspection report.

2.

Pullman Power Products has conducted an evaluation of the identified discrepancy which included discussions with quality control inspection personnel.

The evaluation concluded that inspection personnel were aware of procedural requirements relative to weld preparation land thickness and that the discrepancy is an isolated case of failure by a QC inspector to examine a representative amount of the weld preparation circumference.

The acceptance of the weld preparation was based on visual examination of a small portion which met procedural requirements.

As indicated in the NRC inspection report, immediate action was taken to correct the weld preparation in question.

Page Two Company (GPC) has decided to conduct a

special thirty-day surveillance of PPP weld inspection activities.

The special surveillance will be conducted by GPC quality control personnel and will include land thickness inspections as well as other weld inspection activities.

The results of the surveillance will be evaluated and corrective actions taken as appropriate.

To prevent further violations, PPP has reinstructed their QC l

personnel in weld preparation land thickness examinations, specifically to ensure that representative amounts of the weld preparation are examined.

Additional preventive measures may result from the GPC surveillance.

5.

Remedial corrective actions have been completed.

inspection activities by July 3,

1985.

Complete documentation of the surveillance, including the results and appropriate corrective actions, will be available for USNRC review.
