Lyons DSI/HFS Branches Involved: RSB/PTRB TACS i: 42031 An evaluation of the BWR Emergency Procedure Guidelines including the errata dated September 28, 1982 is enclosed. This evaluation is
. applicable to all General Electric BWR/1 through BWR/6 plants. The
. guidelines have been reviewed for technical adequacy by RSB and for human factors considerations by PTRB. Implementation of procedures developed from BWR guidelines has been tested on simulators for several BWR plants and the procedures have been found to be adequate.
During the joint review of these Emergency Procedure Guidelines, we have actively solicited the coments and suggestions of branches other than RSB and PTRB. The CSB has contributed changes to the SER in addition to comenting on the guidelines. Coments from other branches have been considered in the writing of the SER but these other branches have not been asked to contribute to the SER.
The guidelines are not complete in that combustible gas control.
guidelines and secondary containment control guidelines have not been completed. In addition, there is a need for maintenance of the guidelines once guideline development is complete. To the extent that the guidelines are complete, and with the exceptions identified in the enclosed SER, we find the guidelines to be acceptable.
We recomend that the BWR utilities begin implementation of these guidelines. Included with the enclosed SER is a letter to be sent to the BWR Owners Group, BWR Licensees and Applicants, and General Electric. This letter approves the guidelines for implementation and requests a couraitment to maintenance of the guidelines as a dynamic document.
