50-424/85-14, 50-425/85-14 Attention: Mr. Virgil L. Brownlee The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/85-14 and 50-425/85-14:
Violation 50-424, 425/85-14-02, " Failure to Follow Procedure for Control of Welding Consumables" - Severity Level V The violation identified a failure by the Pullman Power Products (PPP)
QA Engineer at the Welding Materials Distribution Center (WMDC) to record the stationary welding materials holding oven temperatures for the date of April 14, 1985.
Pullman Power Products procedure VIII-3, " Control of Welding Consumables," requires that the oven temperature be maintained within a specified range and that the temperature be verified and recorded on a daily basis.
Georgia Power Company./fers the following response pursuant to the criteria of 10 CFR 2.201:
1.
Georgia Power Company acknowledges the violation as identified in the NRC inspection report.
2.
An evaluation of the discrepancy was conducted by PPP by reviewing the welding materials holding oven temperature verification logs from January 1, 1985, through April 30, 1985.
During the review, only one additional failure to record the oven temperature, that on January 17, 1985, was identified.
Therefore, the discrepancy occurred only twice, including the incident identified in the violation, in over 120 days.
Based on the results of the evaluation, it is concluded that programmatic problem does not exist and u
the violation is attributable to an isolated case of huw;n error on the part of the QA Engineer in the WMDC.

The two incidences of failure to record the holding oven temperatures were identified by PPP in Deviation Reports to ensure proper review and disposition.
As indicated in the NRC inspection report, the record omission actually occurred on April 11, 1985.

3 Paga Two in the next available space on the log sheet and it wasn't until April 14, 1985, that the QA Engineer noticed that the log date was one entry behind the actual date.
The log was corrected to reflect the actual date the omission occurred.

To prevent further violations, all WMDC QA Engineers were reinstructed in procedural requirements to monitor end record holding oven temperatures and were admonished to ensure that daily entries are made in the temperature verification log in the correct space.
In addition, QA/QC supervisors were instructed to conduct additional monitoring of WMDC personnel for two months to ensure the reinstruction was offective.
5.
All corrective actions, including additional monitoring of WMDC personnel, will be completed by June 30, 1985.
Full compliance with applicable requirements will be achieved at that time.
