PROCEDURE IP 62703 This is to advise you that the Commission (with all Commissioners agreeing) has not objected to the issuance of inspection procedure'IP 62703 for use during the interim period from the present until the effective date of the new maintenance' rule, 10 CFR 50.65 (July 10, 1996), with the following addition.

The-following should be added to the end of the paragraph on Troubleshooting Activities in Section 62703-03:

A licensee is expected to have general procedures to control troubleshooting activities such-as removal and return of equipment to service, use of lifted leads and jumpers, and post activity testing.

While a licensee should have a procedure that addresses the general plan of the troubleshooting activity, it is not always necessary that all of the steps performed as part of a troubleshooting activity be defined in a-step-by-step procedure.

The staff should move forward on a'more expeditious schedule to develop inspection procedures for use in conjunction with the final' rule.

Since some licensees may wish to begin implementing the new rule before July of 1996, the staff should recommend a course of action which would' provide for an initial draft l

inspection procedure concurrent with-the finalization of the implementing guidance for the maintenance rule to be followed.by adoption of final inspection procedures prior to January of 1996.
