SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 - NRC-0IE REGION II INSPECTION REPORT 50-327/85-05 AND 50-328/85 SUPPLEMENTAL RESPONSE TO VIOLATION The subject OIE Inspection Report dated February 22, 1985 from R. D. Walker to H. G. Parris cited TVA with one Severity Level IV Violation. The initial response was submitted to you by my letter dated March 22, 1985. As a result of a telephone conversation with members of your staff on April 1,1985, and the subsequent April 11, 1985 letter from R. D. Walker to H. G. Parris, enclosed is a supplemental response to the inspection report. As stated in the enclosure, we expect to provide an additional report on or before November 1, 1985.

ENCLOSURE SUPPLEMENTAL RESPONSE NRC-0IE INSPECTION REPORT NOS.

50-327/85-05 AND 50-328/85-05 R. D. WALKER'S LETTER TO H. G. PARRIS DATED APRIL 11, 1985 Items 327/85-05 and 328/85-05 This is in response to the subject letter requesting further information on evaluations of M&TE out-of-calibration reports at Sequoyah. Your particular area of concern is the plant's administrative control allowing 60 days to complete the review.

Sequoyah has contacted other nuclear facilities in NRC Region II for information on their programs. The persons contacted have indicated that their normal time required for evaluating MATE out-of-calibration reports is one to two weeks; however, in some cases the evaluations require a longer time if complications are encountered. We understand from the telephone conversations with the other plants that there are some differences between the programs of Sequoyah and the other facilities. Additional information la being sent to Sequoyah from the other facilities for review.

After meetings with plant management and personnel who complete the out-of-calibration reports, it has been determined that no definitive time requirements can be established at this time.

A six-month program is being established to collect and interpret information in this area. The program will be implemented by all persons onsite who work with M&TE out-of-calibration reports. Records will be collected to be reviewed on a nonthly basis in the following categories:

1.

Report number.

2.

Date received.

3 Numbers of items tested by this equipment since last calibration.

4.

Date when technical specification evaluation completed and listing any possible technical specification problems.

5.

Man-hours required for history review.

6.

Man-hours required for recalibrations.

7.

If more than two weeks required, give reasons.

8.

Date completed.

In the interim the 60 days referenced in our administrative procedures will not be changed; however, a memorandum will be issued from the Plant Manager to establish the program with a goal to complete all evaluations within two weeks. At the completion of the six-month program, a followup report will be made to NRC on this subject on or before November l5,1985.
