Proposed Revision to License and Technical Specifications for Power Rerate Gentlemen:
This letter transmits an application for amendment to Facility Operating License No. NPF-42 for Wolf Creek Generating Station (WCGS), Unit 1.
This license amendment request proposes revisions to the operating license and various technical specification sections to allow plant operation at 3565 megawatts thermal (MWth) versus the current 3411 MWth and implement the T um reduction program to extend the range of T down 15*F from the current um value.
Certain of the analyses performed to support these revisions were done to support the Cycle 7 technical specification changes, which were submitted to the Nuclear Regulatory Commission in the Reference.
The remaining analyses performed to support these revisions are discussed in the attachment which provides the Power Rerate Report.
Implementation of this proposed revision to the WCGS license and technical specifications is planned for mid-cycle 7
operation (appro.imately December 1993).
The attached Power Rerate Report provides a
detailed safety evaluation / analysis associated with. the proposed changes, a significant hazards consideration determination, an environmental impact determination, and markups of the proposed technical specification and operating license changes.
