Dear Administrative Judges:

The NRC Staff respectfully requests that its list of prospective witnesses for the Phase II evidentiary hearing be amended to add Robert G.

Taylor, Reactor Inspector, Region IV.

Messrs. Carpenter, Denise, Garrison, Heishman, C. Johnson, E. Johnson, Madsen, Taylor, and Tomlinson will offer testimony on the reportability of the Quadrex Report under Contention 9 and with regard to Issue B/01. Messrs. Phillips and Sells will testify as to circum-stances surrounding the notification of the NRC Staff as to the existence of the Quadrex Report. Messrs. Tapia and Garrison will testify on the soils issue. Messrs. Carpenter, Constable, E.' Johnson, and Tomlinson will testify on the competence of HL&P and its new contractors as compared to the competence existing in September 1981. The matters set out in Contention 10 are largely questions of law and the Staff has no witness with knowledge of facts relevant to that Contention.

The Staff also notes the "rCANP Identification of Witnesses,"

served June 13, 1985. Only those witnesses previously identified by the Staff (including Mr. Taylor) will be called as witnesses.
