infant deaths Comparing the first quarter of 1978 to the first quarter of 1979, we find:
- 1.. for the state of PA, deaths per.1000 live births dropped from 14.3 to 13.3 2.
for the 10 mile radius including Harrisburg, deaths per 1000 live births increased from 14.0 to 19.3
'3. ' for the 10 mile radius excluding Harrisburg, deaths per 1000 live births
.. increased significantly from 7.5 to 12.6 There are also significant increases when comparing the second and third quarters of 1978 and,1979.
Table 6:
perinatal' deaths Comparing the first quarter of 1978-to the first quarter of 1979, we find:
1.
for the state of PA, deaths per 1000 deliveries dropped from 35.9 to 33.0 2.
for the 10 mile radius including Harrisburg, deaths per 1000 deliveries rose significantly from 24.4 to 41.8 3.
for the 10 mile radius excluding Harrisburg, deaths per 1000 deliveries rose significantly from 19.3 to 26.3 Table 7: perinatal. deaths (excluding abortions)
Comparing the first quarter of 1978 to the first quarter of 1979, we find:
1.
for the state of PA, deaths per 1000 deliveries remained at 22.8 2.
for the 10 mile radius including Harrisburg, deaths per 1000 deliveries rose significantly from 21.3 to 39.8 3.
.for the 10 mile radius excluding Harrisburg, deaths per 1000 deliveries rose significantly from 16.3 to 26.3 ihe questions are:
1.
During the first quarter of 1979, Unic 2 had begun crc =ercial operation, not without difficulties. And Unit I was being refueled. We asy never be able to prove a direct kink between these deaths that have been cited and events ':t Th'ree' Mile Island, but neither has anyone been abi.e
'to disprove any link.
Is it not indeed possible that events at TMI were, esuonsible for the increased death rates?
2.
Why has the state health depart =ent repeatedly ignored this evidence frc= their oen statistics? Is the. health department attempting to do an unbiased study or to cover up the results?
1 The conclusica is that neither Unit L nor Unit 2 at TXI must ever operate again as a nuclear p'1cnt. Our childrens lives are not an acceptable risk!

His remarks were based en an eight-page Health Cepa_%t pport of infant, necnatal, and fetal death rates frcm 1977 through 1979 that ccapa ed scatewide figures to those for the area within 10 miles of the Three Mile Island plant.
The death rates are broken down into four categories:
- Statewide
- Areas within a 10 mile radius of DE, including the city of Harrisburg
- City cf Harrisburg
- Areas within a 10 mile radius of BC, exciuding the city of Harrisburg.
Se 1979 figures shcw the infant death rate to be 11.8 per 1,000 live birds within a 10 mile radius of SE, excluding Harrisburg. The statewide figure for the sane period of tire was 13.4 per 1,000 live bi.rths.
The 1979 neonatal death rate (deaths within the first 28 days of life) was 9.2 per 1,000 live births within a 10 mile radius of the nuclear plant (exc1Ag Harrisburg) ccrpared to' a statewide figure of 9.8 deaths.
Dr. tkuhata said figures for fetal deaths (excluding abortions) she..ed a te 1979 fetal death rate was 13.1 statewide cccpared to 10.9 cimilar pattern.
within a 10 mile radius of DE, excluding Harrisburg.
i Tcday's report includes data en fc= er Cerr:enwealth residents who noved cuc of state since the 1979 accident. Such data was not included in a provisicnal report released by de Health Cepartrent last May.
l It also includes a listing of live births' as sell as perinatal death rates-l a eccbinaticn of fetal and necnatal figures.
Dr. To'a.:hata listed two exa ples of what he characterized as "ra.dem variations For exa.~ple:
and fluctuating statistics" appearing droughout the report.
- In Se threegar paried frc= the first q.:arter of 1977 through the l
l fcurth gear of 1979, tne highest statewide fetal death rate (excluding (hbre)
4
- v' s'.:-
. abortions) occurred in the second quarter of 1978 with a rate of 14.3 per 1,000 deliveries. 'Ihe lowest state rate 12.2, cccurred in the fourth quarter of 1979.
Within a 10 mile rwus of tc, the highest fetal death rate occurred in the first quarter of 1979, prior to. the nuclear accident. That rate was 17.0, but fell off
. to 8.7 in the first three conths after the accident and to 8.3 during the third quarter of the year.
- 2e neonatal death rate for the first quar'ar of 1979 was 9.4 per 1,000 lim births widin a 10 die radius of DC -(excluding Harrisburg). S at rate rose to 14.7 for the second quarter of 1979 but decreased to 8.3 for the third quarter, and 4.4 for the final quarter of the year. Quar +arly statewide rates for 1979 ranged frcra a low of 9.3 in the ff.rst and thi_d quarters to a high of 10.5 in the~seccnd quar +2r,
" Fluctuating statistics ham been recorded both before and after the the accident at Three Kile Island," Dr. Tokuhata said. He said the Health Cepartrent expects to release provisional January through June,1980, death rates within two weeks.
Although the listings include and exclude the city of Harrisburg in the report, Dr. Tokuhar.a.said only a srall portien of south Harrisburg lies within the 10 mile radius of 26.
