COOPER NUCLEAR STATION EMERGENCY PLAN We have received your letter dated October 7,1992, which transmitted Revision 18 to the Cooper Nuclear Station Emergency Plan and your letter dated December 17, 1992, which transmitted an addendum to Revision 18 of the Plan.
The plan revision and its addendum were submitted pursuant to 10 CFR 50.54(q) and involved your recent consolidation of three Operational Support Centers into a single Operational Support Center located adjacent to the Technical Support Center and within its habitability envelope.
During the management meeting held in Region IV on October 30, 1992, we described the NRC's position on your consolidation of Operational Support Centers into an Operational Support Center which is co-located with the Technical Support Center.
As we discussed, this would be acceptable if an appropriately equipped alternate Operational Support Center was identified which could be used should the use of the primary Operational Support Center threaten the habitability of the Technical Support Center.
Your December 17, 1992 addendum to Revision 18 of your plan identifies an alternate Operational Support Center.
We have reviewed your submittals and determined that we need additional information in order to assess the impact of the changes on the effectiveness of emergency planning at Cooper Nuclear Station.
Specifically, please describe the communications equipment and capabilities which would be available to the alternate Operational Support Center should its activation be required. Also, please inform us of your plans to test the functional suitability of the alternate Operational Support Center in drills or exercises. These matters were discussed by telephone between Dr. D. Blair Spitzberg of this office and Mr. M. Krumland of your organization on December 30, 1992.
