Cn the basis of new scientific data d.at became available on March 17, 1981, it now apps.ars that the *:uclear segulatory Cercission 0:30)' plans for the clean-up of the damaged reactor at Three Mile Island-(TMI-2); will be extremely he:ardous both to the workers and to the ganeral public.
The new data ecmos.from a-follow-up study of nuclear submarine workers by.the National Institutes of Occupational Safety and Health (NICSH) that was discussed at a day-long teeting of the scientific adviscrv. cc=mittee on this, studv. in Cincinnati, Ohio, on. arch 17.
The M
data shew a doubled risk of lung cancer among nuclear workers. receiving
.cre than ene ram lifetime exposure (and, in al.-. cst all cases, less than tho :;30 p s.m.issible doses).
Applying the new estimate of lung cancer risks,12 lung cancer
-dcaths~per 1000 perscn-rem, to the ';3C exp:sure estimate of 5000 person-rom gives an estimated 12 x 8 = 96 lung cancer deaths as ng TMI-2 clean-u,d werkors (as cc: pared to :.
esti.ates of less than one death from all l
csuros).
- n addition'to lu:.g cancer, the.aw NICSH data shews a broad
. spectrum of radiation eftucts which NRC estimates ignore.
l The hundreds of deaths and disabilities among workers and the public that would be caused by the proposed clean-up of TMI-2 with the
- RC plan can be largely' avoided in a -simple way. 'Instead of
- ving radicactivity out of the TMI-2 contair ent or puttin; wer).ers into hot areas, the radicactivity can be b cobilized in concrete by a ra.-.: e-controlled ento:-trent process.
This cc:non-sense solutien sculd cost
.h+ sharehelders or ratopayers or ta;.: payers or whoever ;ic).s up the tab
- ,an and would be safe fcr munfreds d.aut en.-tanth as mu:h as the ';F:
cf joars, tln fertuna tely, it doiss not satisfy MRC r;gulaticns and ';RC r<sfuses to censider it.

ace 2 1
The reason for NRC insistence en a clos..-up plan which will unnecessarily expose many persons to TM -2 radiation is that SRC is using obsolete. and erroneous risk estimates that inficate the plan is 1
" safe".
Those s,ane estimates had indicated that the radiation deses shipyard w:rkers were e:.;;csod to duri..7 1959-1962 wara "safa."
Unfortu-l nately,15 years later (1972-1977) the w:rhers were dying.of lung cancer and other causes from these " safe" doses.. How much longer must we go on killing human -beings merely because NRC absciutely refuses to face the now scientific facts about the health hazards of icw-level ic.. icing radiation?-
Very sincerely y rs, :
