SUBJECT:

REQUALIFICATION EXAMINATION REPORT During the week of November 30, 1992, Ms. Kristine Shemoarger, Chief Examiner and others administered requalification L

examinations to employees of your_ organization who operate your Big Rock Point Power Station.

At the_ conclusion of the examination, findings that were identified as a result of the examinations were discussed with those members of your staff identified in the. enclosed report.

During preparation for the examination, it was identified that weaknesses exist in your' licensed operator training program with regard to 1) the classification of an ATWS as a site area emergency-Jn accordance with your emergency plan when the reactor is successfully scrammed prior to entry into_.the.ATWS contingency procedure, and 2) the reporting of emergency conditions as required'by 10 CFR 50.72 when the emergency condition lasts for

only a short-period of time (such as an ATWS).

As a result, we request that you provide a response to us within 30 days describing your assessment of the identified weaknesses, the corrective actions, if any, you have taken or plan to take, and the expected: completion date for implementation of the' corrective actions.

As a result of this evaluation and the results of your previous two NRC administered requalification examinations, your requalification program has_been assigned'an overall1 program rating of satisfactory.in accordance with the criteria of NUREG-1021, Revision 6, Operator Licensing Examiner Standards,

'ES-601.

For the individual with unsatisfactory results, you should take corrective action as required by your approved 1

requalification program.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will-be placed in the NRC Public Document Room.
