INITIAL SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE
(SALP) REPORT NUMBER 50-277/91-99; 50-278/91-99
An NRC SALP Board, conducted on December 4,1992, reviewed and evaluated the
performance of activities at the Peach Bottom Atomic Power Station for the period of August
4,1991, through October 31,.1992. The enclosed Initial SALP Report documents the results
of this assessment. As previously agreed, we will hold a meeting with you and your staff on
January 20,1993, at the Peach Bottom Conference Center to discuss the findings of this-
evaluation.
During this assessment period, both units continued to be operated in a safe manner. This
SALP noted stronger performance in most of the functional areas. Performance in the
Emergency Preparedness and Securite areas continued to be excellent. Improvements in
Radiological Controls was evidenced by an improving trend in that area. Improvements were
also observed i- the Operations area.
This assessin
also highlighted several areas needing improvement. Increased management -
nttention is needed to address weaknesses in the maintenance and performance monitoring
area. These weaknesses contributed to equipment performance problems that resulted in
unnecessary challenges to the phnt staff and plant transients. Further, continued emphasis .
on improving the quality and timeliness of corrective actions is warranted.
At the SALP meeting you should be prepared to discuss our assessment, and your plans to
-improve performance. The meeting is intended to be a candid dialogue wherein any-
comments you have, regarding our report, are discussed. Additionally, you may provide
written comments within 20 days after the meeung. In accordance with NRC policy, this
meeting will be open for public observation.
