SUMMARY
OF RECRITICALITY TELECON WITH WESTINGHOUSE OWNERS GROUP A telecon was held on December 1,'1992 with members of the Westinghouse Owners Group (WOG) and Westinghouse to discuss'the-WOG approach for a feasibility study on control rod insertability after a-large break LOCA.-
The discussion-was based upon material faxed to us by WOG on November 30, 1992.-

Lopening time and break _ area assumptions be used.for structural analyses;of control rod guide tube response following_a large 4

break LOCA. The staffLindicated that except for theLuse:of more; realistic break areas, the approach outlined: appeared reasonable for the purpose of justifying the insertability of. control rods 1 and oliminating-' concerns regarding the potential for post-LOCA recriticality.
The use ofEsmaller than-full-double-ended-break areas is considered questionable relative to past-staff practice.
The staff emphasized that the WOG should be' careful-to recognize the difference in analysis' requirements-for1 structural assessments and ECCS performance assessments.
