The attachment to this letter contains our response ta the Notices of Violation transmitted on December 3, 1992 in Inspection Report 92023.

We are very concerned that these two repeat violations have occurred.

It is clear that security awareness must be improved. We plan to increase the emphasis on security awareness in General Employee Training and retraining.

Also, site management will canduct meetings with all NSP Site employees to increase general security awareness.

The company positive discipline program will be used with those who continually violate security practices.

We believe the corrective actions discussed above and in the attached reply will correct these problems. New NSP commitments made in this correspondence are listed below. These commitments will be entered into the Prairie Island commitment tracking system.

These commitments will also be reviewed to see if they should be included in the Monticello commitment tracking system.

All site safeguards containers will have a designated custodian.

Initial training will be provided to all designated custodians of safeguards containers. The training will stress the necessity of proper handling of safeguards information, proper container locking and general security awareness associated with safeguards information.

Plant Administrative Work Instructions will require security review of all work with the potential for making.96 square inch area penetrations on any security boundary or fluid system penetrating a security boundary, including walls, penetrating seals, and duct work.

Engineering and Technical Staff Training - These barrier integrity events will be included in the next Engineering and Technical Staff Continuing Training session to raise the level of security awareness of all site engineers and work request preparers.

The attachment to this letter contains Safeguards Information as identified by-the Commission in 10 CFR Part 73. Section 73.21. This attachment should not be made available for inspection and should not be placed in the public document room.
