I feel very.strongly that we do.

not.have a viable nuclear technology, the performance.of. nuclear: plants.

around the. country has been plagued with trouble, high rates, and: shutdowns.

Picase.do not put the long suffering populace _ofiThree Mile Island

through more TMI reactor trauma.

I would also. be in favonr. of a: national-2... : moratorium on nuclear plant licensing and any. feasible suspending of. plant:-

I was shocked to hear that you were considering restarting Three Mile I'sland Unit I.

Metropolitan Edison has not even figured out how they are going to clean up the 700,000 gallons of radioactive water from the disabled plant.

can the citizens of Harrisburg live near an active reactor knowing that another

' accident could occur?

Metropolitan Edison dose not have competent staff to watch over the reactor and there is doubt that the reactor itself (that Unit D would continue to function without incident.

Any consideration of reopening Unit I shows a shocking lack of sensitivity to what the citizens of Harrisburg have been through.4 And th61r problems have only just begun.

We will not know the. physical effects of the accident for years to come, when an increase of cancers of all sorts may surt to show4up..It takes 10 to 20 years after exposure to radioactivity f W ayaptoms to appear.

Meanwhile we have to deal with the very piiial,1very painful psychological effects that this accident had o,n the. T, M,I5 neighbors.

6 a i I am writing to you to express my opposition'to the; proposed restart of Three Mile Island Unit 1. At a time when there is already one crippled reactor in the middle of a heavily populated area, it is overly risky to put another one into operation nearby. There is already substantial danger to the local environment from TMI 2, and any mishaps at TMI i would compund an already bad situation. In. addition, I feel that the mental well-being og area residents would.be further threatened by such a move; people who have already lived through one accident should not be asked to intergo the risk of another accident, particularly when the effects of the'first accident, in terms of psychological stress and also in terms of re-leases of radioactivity into the environment, are still developing. It seems to me from the reports that I have read that there are substantial reserves of generating capa-city, if not within the Met Ed area itself, then within the PJM =.rea. The 27 9 and 27.8 reserve margins noted in l NUREG 0689 are well above the 15 to 20% reserve margins deemed acceptable in North Carolina, and above even PJM's 22f, requirement. Under those circumstances it seems that the only real reason to start TMI 1 up is tax purposes (and some economies of generation). It just inn t worth it. Thank you very much for your consideration.
