Dear Dr. Adamov:

The Nuclear Regulatory Commission staff has reviewed the RBMK reactor information that was transmitted with your letter--dated-October 2, 1992.

The 1991 RBMK performance data-heightened our awareness of the heavy reliance'that the countries-.of the former Soviet Union place on electrical power produced.by RBMK reactors.

Nevertheless,--I continue to.believe that as-additional generating capacity is completed, the-RBMK reactors should be phased out of-service.

Given the continued utilization of RDMK reactors'to generate electricity in Russia and elsewhere, the NRC will continue t6 consider limited technical assessments in-selected areas and develop possible short-term follow up actions to decrease-risk in plant operations.

Any U.S.

participation-in evaluations of RBMK reactors will likely includo coordination'with.various organiza-tions inside and outside of. Russia.

We will keep you' advised of-our efforts in this area.
