Dear "r. Fisenhut:

Please refer to our Mr. A. E. Lundvall's letters dated March 26, 1081 and Acril 6, 1981. In the letter of March 26, 1981, we retorted on the ocerational test of the Halon 1301 system protecting Cable Spreading Room No. 1, during which difficulty was experienced with interlocking control viring to ventilation dampers. We corrected this problem and verified the gas tightness of the rooms to ensure that there was no other significant leakage. Durine a second operational test on April 29, 1o81, the mechanical and electrical functions of the system tested satisfactorily.

However, our exacting performance specifications were not met in that the design concentrations at selected test locations were not attained over the entire " soak" period. We have not accepted the system from the vendor or manufacturer because of failing to attain uniform distribution of acent within the room and its associated cable chase. We are meeting with 1

apuroeriate vendors during the first week of May and, barring a major redesign of the system, we anticipate performing an enerational retest within thirty days.

In the interin, the Halon 1301 avstems are fully functional and have been placed in service for the Cable Spreading Rooms. However, since design concentrations were exceeded durine the latest cerformance test in some areas, ve have found it prudent to issue special instructions to disarm the system during maintenance / modification vork when workers are required to work within the cable chases or from ladders or scaffolds within the room.
