This letter refers to the physical security inspection conducted by Mr. E. B. King of this office

on December 7 10, 1992, of activities at the James A. FitzPatrick Nuclear Power Plant,
authorized by NRC License No. DPR-59 and to the discussions of our lindings held with
yourself and other members of your staff by Mr. King at the conclusion of the inspection.

Areas examined during the inspection are important to public health and safety and are described
in the enclosed NRC Region 1 Inspection Report. Within these areas, the inspection consisted
,

of selective examinations of programs and plans, procedures and representative records,
'
interviews with personnel and observations of security progntm activities by the inspector.
We found that your physical security program was directed towards the protection of public
.
health and safety. Management support for the program was evident through the implementation
of continuing program enhancements to increase its effectiveness. Within the scope of this
inspection, no safety concerns or violations were observed.
