Dear Ms. Betancourt:

I am responding to your letter of November 19, 1992,'to Senator Dodd of Connecticut, in whicn you referred a concern from one of his constituents to 4

us for action.

Senator Dodd had written to the U.S. Dapartment of Energy (00E) on November 6 1992, requesting a response to a concern identified by Angela James of Hartford, Connecticut, in a telephone conversation with one of his staff members. Ms. James has raised questions about the shipment of nuclear waste through Hartford using the " Griffin Line," an abandoned railroad line.

Because the information from the telephone conversation was sketchy, we called Ron Gingerich, an official in the Connecticut Hazardous Waste Management Service, for additional information. We. learned from him and from a newspaper article he provided (copy enclosed) that Ms. James' concern apparently is with the shipment of high-level radioactive waste from the Knolls Atomic Power Laboratory, a facility operated by DOE.

The U.S. Department of Transportation (00T) regulates these shipments, not the U.S. Nuclear Regulatory Commission.

The Knolls facility is operated by DOE and the shipments are being arranged by

them, from the article. 00E is working with local officials in-the town of Windsor on this issue.

Mr. James Kennedy, of my staff, discussed this with you on December 9, 1992, and I understand that DOE plans to respond to this request, given the new information we obtained from the State official. We are sending a copy of this letter to Senator Dodd's office so that they are aware of the status of their request and to John Gale at DOT.
