This refers to the inspection conducted by Messrs. K. R. Naidu and T. F. Burns of this office on March 25-29, 1985, of your facility at Gardena, California, and that of your vendors, Varco Heat Treating Company and Downey Heat Treating Company, and to the discussions of our findings with you and members of your staff at the, conclusion of the inspection.
This inspection was made to verify that the post-tensioning components procured
" 'and supplied by you were manufactured under a Quality Assurance Program which meets the requirements of 10 CFR 50 Appendix B.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and represent-ative records, interviews with personnel, and observations by the inspectors.
In general, weaknesses were noted in the audits conducted by Western Concrete Structures, Inc. of your subcontractors.
In particular, audits of Varco Heat Treating Company and Downey Heat Treating Company failed to identify weaknesses in these companies' programs.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this.
letter and the enclosed inspection report will be placed in the,NRC's Public Document Room.
