1.
I contend that no nuclear plant should be licensedto operat.e until such time as there is a workable evacuation plan and until such tir.e as the governing bodies in the evacuation areas are sufficiently staffed and equipped to successfully carry cut evacuatien plans.
2.
I contend that Coffey County does not hava a scrkabic ovscuation plan.
3 I contend that Coffey County does not have nor does it have Mnds to provido sufficient manpower or equipment with *,hich to succcccN117 respond to an incident at i.,he plant which would involve radiatien.

I contend that Coffey County does not have funds to cover cost of a response to an incident at the plant, and therefore, contend that there must be agreer..ents cade as to who pays the cost of evscuation, cost of response personnel and equipment, and costs of any dasages caused by an incident at the plant. I centend that these agreements should be made _-
