'Waterford Steam Electric Station, Unit 3

Based on the results of an NRC inspection conducted during the period of
April 29-May 3, 1985, and in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 49 FR 8583, dated March 8, 1984, the following violation
was identified:
Failure to 'istablish Sampling Procedure
Technical Specification 6.8.1.a requires that " written procedures shall be
established, implemented, and maintained covering the activities
. . . recommended in Appendix A of Regulatory Guide 1.33, Revision 2,
February 1978. . . ." Paragraph 7 of Appendix A addresses gaseous
effluent sampling procedures.
Chemistry department procedure CE-3-305,
" Sampling of Ventilation and Gaseous Waste Management Systems for
Radioactive Effluents," describes the procedure for sampling of waste gas
decay tanks.
Contrary to the above, on April 30, 1985, the NRC inspector observed
sampling of waste gas decay tank "B" which was collected from the pressure
indicator gauge associated with that waste gas decay tank, without the use
of an approved procedure, using a method not described in
procedure CE-3-305.
This is a Severity Level V Violation.

Pursuant to the provisions of 10 CFR 2.210, Louisiana Power and Light Company
is hereby required to submit to this office, within 30 days of tre date of this
Notice, a written statement or explanation in reply, including:
(1) the
corrective steps which have been taken and the results achieved; (2) corrective
steps which will be taken to avoid further violations; and (3) the date when
full compliance will be achieved.
Consideration may be given to extending your
response time for good cause shown.
