NOTICE OF VIOLATION Cleveland Electric Illuminating Co.
Docket No. 50-440 Perry Nuclear Power Plant, Unit 1 License No. NPF-58 As a result of the inspection conducted on December 8 - 11, 1992, and in accordance with the " General Statement of Policy and Procedure for NRC EnforcementActions,"10CFRPart2,AppendixC(Enforcement' Policy),the following violation was identified:
Technical Specification 6.8.1.b requires that written procedures and instructions be implemented and maintained to meet the requirements of NUREG-0737 and supplements.
Sections 8.2.1.f and 8.4.1.b of NUREG-0737.
Supplement I require that the Technical Support Center and Emergency Operations facility be equipped with radiological protection systems to maintain habitability.- Periodic Test Instructions-(PTis) PTI-M53-P0002 and.
PTI-M52-P0003, " Emergency Operations Facility Ventilation System Emergency Isolation Mode Functional Test" and "TSC Ventilation System Recirculation Mode Functional Test," respectively, were established to determine the operability of the ventilation systems necessary to maintain the habitability of the i
facilities.
The PT!s state the performance frequency as one year.
Contrary to the above, the PTI-M53-P0002 and PTI-h52-P0003 were not-implemented and maintained to meet Technical Specification 6.8.1.b, in that PTI-M53-P0002~and PTI-M52-P0003 were not performed at the required frequency-and PTI-M53-P0002 was not properly maintained.
This is a Severity Level IV violation (Supplement _VIII).
The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this. matter, t alaaka Gh) & W A a &
