This letter refers to the inspection conducted by Ms. laurie Peluso of this office on

December 7-10,1992, of activities authorized by NRC License No. DPR-59 at the ,

J.A.FitzPatrick Nuclear Power Plant, Lycoming, New York and the J.A.F. Envimnmental

Laboratory, Fulton, N.Y. and to the discussion of our findings held by Ms. L. Peluso with.

Mr. B. Barrett and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection, involving your Radiological Environmental-

Monitoring Program, are important to public health and safety and are described in the NRC

' Region I Inspection Report which is enclosed with this letter, Within these areas, the

inspection consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

Within the scope of this inspection, we noted that members of the Radiological-

Environment l Services Department in cooperation with members of the Niagara Mohawk -

Power Corporation's Environmental Protection Department have maintained excellent -

' implementation _of the Radiological Environmental Monitoring Program. No safety concerns

or violations of regulatory requirements were identified.

No response to this letter is required. Your coopemtion with us in this matter is appreciated.
