NRC STAFF RENEWAL OF ITS MOTION For ISSUANCE OF PARTIAL INITIAL DECISION ine NRC Staff respectfully moves the Atonic Safety and Licensing Scard tc issue its partial initial decision concerning the issues of site suitability pursuant to 10 CFR ! 2.101(e-1) on which hearing was held May 9,1979.

All proposed findings of #act, conclusions of law and responses :c prnoosed findings were filed of the Staff and Applicant- by July 20, 1975 in tnis uncontested proceeding. h the interest of an orderly resolution of this proceeding, the Staff filed on September 5,1950, a no; ion requesting issuance of a partial initial decision.

On September 9, 1980, 436 days af ter all proposed findings of f act were filed, the Board issued an Order Requesting Briefs and Additional Information regarding new Commission policies and regulations and tneir applicability to the Blue Hills site as well as infornation concerning a Texas Water Plan and a reouest that Raff reply to Applicant's reply to Staff's proposed findings. The Staf# filed on October 15, 1980, a response to all matters of inquiry in the Eoard's September 9,1980 Order. On Janu-ary 23,19E1, the Applicant filed a response to tne Board's inquiries.

decision in this proceeding. Therefore, the Etaff again requests that the Board issue its Partial Initial Decision Concerning Site Suitability of the Blue Hills Site.
