SUMMARY
OF EPEPGENCY PLANNING MEETING HELD APRIL 30 AND MAY 1, 1985 On April 30 and May 1,19PS, the staff met with the applicant and its representatives at the site to tour the facili+ies and areas related to emergency response at Ventle and to discuss needed revisions to the applicant's Eneraency Plan. Participants are listed in Enclosure 1.
The agenda is provided in Enclosure ?.
April 30 was spent visiting the Burke County facilities as well es the onsite facilities. After tcuring Plant Wilson and the Vogtle Recreation Area on May 1, the staf# and applicant discussed needed specific changes to the Emergency Plan. Examples include:
(1) Table D-1 of the Pier vill add station blackout as an alert.
(?) The protection factor of the Emergency Operations Facili'j should be added to Section H of the Plar.
(3)
Information from FSAR Section 9.5.10 should be included in the Plen.
(O fcction L of the Plan needs to address severe radiation exposures.
(5) The Burke County Fire Brigade should receive basic radiation trainirc. contains the applicant's draft revisions to Section G and Aprendix 8 of the Plan as distributed and discussed at the meeting.
The applicant stated that it would submit a revision to its Emerger.cy Plan in mid-May 1985.

PUBLIC EDUCATION AND INFORMATION ihD Cctailed planning for public information actions during an Emerg:ncy, including rumor control, is contained in the Emergency Communication Plan (Appendix 8).
A general description of the oublic education and information program follows.
3:crgia Power Company (GPC) will provide information to the public nt locat annually regarding how they will be notified and what thOir actions should be in an emergency.

GPC will utilize the Corporate Headquarters Operation Center at 333 Piedmont, Atlanta, to serve as a temporary information center during the early hours of an emergency until the ENC near the plcnt can be activated. Once activated, the near-site ENC becomes th3 principal location for dissemination of information about the cmcrg:ncy. The Vogtle Electric Generating Plant (VEGP) Visitors Ccntcr (at the site) will be used as the news center for cmseg ncies where a relatively small media responce is expected.
If m dia/public interest is large and/or if the event has exceeded tho Alert level, a news center in Waynesboro (Burke County 3ffico Park) will be activated.
This facility is located coproximately 15 miles from the plant and is large enough to cccomodate a large number of reporters.
3rincipal GPC contact for the media will be the Emergency News Ocntcr Director and the designated Company Spokesperson (Chief Nue10cc Engineer or Manager-Nuclear Chemistry and Health Physics).
ThD Ccmpany Spokeperson has access to all information and dedicated lina contact with the Emergency Director in the EOF.
In addition, Tcchnical Briefers have been designated who can provide general and bcckground information as appropriate to reporters at the ENC.

1.0 PURPOSE The Emergency Communications Plan is a portion of the Georgia Power Company Emergency Preparedness Plan for Vogtle Electric Generating Plant (VEGP) submitted to the Nuclear Regulatory Commission (NRC).
The Plan is reviewed and updated regularly, and is designed to:
A.
Coordinate the public communications effort through the issuance of timely, accurate information during an i
emergency and maintain an orderly flow of information i
during the recovery period.
B.
Assign responsibilities to and duty locations for the emergency communications response team.
C.
Describe the means to activate and staff the Corporate Headquarters in Atlanta, the Emergency Operations Facility (EOF), and the Emergency News Center (ENC).
D.
Train personnel in their functions as they relate to the plan and test, at regular intervals, the response to the plan.
E.
Describe the Public Education and Information program for the periodic dissemination of emergency planning instructional materials to residents and transients in the emergency planning sone.
2.0 POLICY Georgia Power Company's public information policy is described below and will provide guidance to the company during an emergency at VEGP 1.
The Company has established a policy of full disclosure and will maintain honest and open communications with public officials, the public (especially those in the immediate i
vicinity of the plant), and its employees at all times.
This attitude stems from resolve to operate all our facilities safely and prudently and to communicate clearly and completely any significant breach of safety.

The Company will provide the public with prompt and accurate l
Information through established news and information channels.
3.
The Company will make every effort to meet the information needs of the public and employees while communicating promptly with appropriate local, state and federal officials during the l
period of the emergency.

Company statements to the media and employees concerning the Vogtle Electric Generating Plant, its operation and any emergencies are to be made only with the knowledge and guidance of the Public Information Department and the Management of the Nuclear Operations Organisation.

3.0 CLASSIFICATION OF INCIDENTS The summary descriptions for the four classes of EAL's are as follows:

A NOTIFICATION OF UNUSUAL EVENT exists when the power plant has experienced a potential degradation of some safety or control 4
system.
No release of radioactive material requiring an off-site response is expected to occur.
AN ALERT involves events in progress or which have occurred involving actual or potential substantial degradation of the level of aafety of the plant.
Any releases are expected to be limited i
to amall fractions of the Environmental Protection Agency (EPA) i l
Protective Action Guideline (PAG) exposure levels.

A SITE AREA EMERGENCY reflects events in progress or which have occurred involving an actual or likely major failures of plant

functions needed for protection of the public.
Any releases are not expected to exceed EPA PAG exposure levels, except on site or near the site boundary.

A GENERAL EMERGENCY involves actual or imminent substantial core degradation or melting with the potential for loss of containment, l
and release of significant radioactivity to the environment including offsite.
i While the company routinely reports to the Nuclear Regulatory Commission (NRC) and to the public minor occurrences even when no safety or environmental impact exists, implementation of this plan j
will be reserved for the three most serious classes of Emergency i
Action Levels (EAL):
Alert, Site Area Emergency and General Emergency.
4.0 RELATIONSHIP WITH OTHER AGENCIES i
A.
Georgia Power Company's Public Information Department is responsible for the preparation and issuance of all news I
announcements related to plant conditions at the Vogtle Electric Generating Plant. State and county emergency management agencies are responsible for the issuance of public announcements relating to off-Oite conditions, including recommended emergency measures and evacuation requirements.
B.
Emergency News Center (ENC) will be operated as a joint information center where the Company, the State and the County will issue individual news announcements but will participate jointly in news briefings.
(The ENC will be either the Vogtle Visitors Center or the Burke County Office Park, depending on conditions.
Ref. Page 5, Sec. 6.2, No. 2).
C.
Work areas for the information officers of the Federal, State I
and County emergency response agencies are available at the Emergency News Center.
Telecommunications facilities are also available to these agencies.

Prior to establishment of the Emergency News Center, Georgia Power Company news announcements are distributed to information officere of the government agencies at the time they are issued to the news media.
Following establishment of the ENC, government agency information officers present will be advised of Company news announcements prior to their distribution to the news media.
E.
The county and state emergency management agencies have been asked to advise Georgia Power Company's Public Information Department of announements issued to the news media or the Emergency Broadcast Stations.
Following establishment of the ENC, County and state emergency management agency public information of ficers have been asked to advise Company ENC representatives of news announcements prior to their distribution to the news media.
F.
Rumor Control is accomplished by coordination with the State Emergency Operations Center.
Rumors concerning off-site matters which Georgia Power Company's Public Information Office or the News Center Director become aware of will be transmitted to appropriate State representatives. Rumors reaching state agencies concerning on-site matters will be transmitted to appropriate Georgia Power Company representatives for handling.

6.0 EMERGENCY COMMUNICATION STAFF LOCATIONS & LOCATION FUNCTIONS Depending upon the classification of emergency and the degree of public interest anticipated, Emergency Communication staff are maintained at the following locations:
6.1 Corporate Headquarters - Atlanta 1.
The Corporate Headquarters is the official Company location for the preparation and issuance of news announcements and responses to news media inquiries until the Emergency News Center (ENC) has been activated.
2.
Initially, the Public Information Manager supervises the staff assigned to the Corporate Headquarters News Center.
3.
Upon activation of the Emergency News Center, the Emergency Communications Director assumes supervision of the Corporate l
Headquarters Emergency Communication staff.
4.
The following are assigned to the Corporate Headquaters Emergency Communications team Emergency Communications Director Corporate Office Information Coordinator Governmental Relations Coordinator Employee communications coordinator Monitoring Coordinator Southern Company Services Liaison The responsibility of each of these staff members is outlined in Section 8.0, " Emergency Communications Staff Functions".
5.
Following activation of the ENC, the Corporate Headquarters staff is responsible for the followings a.
Maintaining communications with the ENC.
b.
Keeping Company personnel notified of plant conditions.
c.
Responding to reports of inaccurate information (Rumor Control).
d.
Disseminating news announcements to Public Information Departments of Southern Company, other. electrical utilities, electric industry organizations and independent industry associates.
e.
Responding to phone calls from the media and public and providing them with general and logistical information (i.e., directions to ENC, reading latest news release).
f.
Updating phone recordings of latest news release.
g.
Advising and updating key governmental figures on the emergency.
h.
Providing additional trained personnel to support the Emergency Communications effort..

6.2 EMERGENCY OPERATIONS FACILITY (FOP) - VOGTLE TRAINING CENTER 1.
When the Director of Corporate Response in the Power Generation Department moves to the Emergency Operations Facility at the plant site to assume the role of Emergency Director, the I
Public Information Manager accompanies him.

All news releases and updates are approved by the Public Information Manager and the Emergency Director (or his designee) in the EOF.
3.
Information necessary for preparing news announcements is gathered in the EOF.
4.
Rumored information concerning plant conditions is investigated and resolved by the Public Information Manager in the BOF.

Inforraation on plant conditions is communicated directly to the Spokesperson and the News Center Director (in the ENC), and the Emergency Communications Director and the i
Governmental Relations Coordinator (in Atlanta) through the EOF Emergency Director and Public Information Manager.
6.3 EMERGENCY NEWS CENTER (ENC)

After the initial notification of an emergency at the Alert level or greater, the Public Information Manager, Emergency i
Communications Director, and Emergency News Center Director i
jointly decide whether to activate the Emergency News Center.
j Once the ENC is activated, it becomes the ' single source" i
news outlet for Georgia Power Company.

If the event has not exceeded the Alert stage and anticipated media /public interest is not large. the Vogtle Visitors Center at the plant site will be activated as the ENC. Otherwise, the ENC will be activated at the Burke County Office Park.

Prior to activation of the ENC, the Facilities Administrator (Vogtle Public Affairs Coordinator in non-emergency) will be available at the ENC to provide early arriving media with background information on the plant, the company, and the Emergency Plan as well as news updates already released in Atlanta.
4.
Upon activation of the ENC, the ENC Director supervises the ENC staff and oversees all functions of the ENC.
These functions includes preparation and distribution of press statements, coordination of press briefings, interface with the media and local officials, requests for interviews and photos, media monitoring, rumor control, and joint news i
l announcements with County, State and Federal officials.

The Emergency News Center Director presides at the ENC briefings and introduces the Company Spokesperson (a high level, technically qualified individual).
The Company spokesperson explains the tecn'nical aspects of the developments at the plant.

If Radiological conditions permit, an area near the plant is designated as the site for television and news photographs of the plant.
The Media Relations Coordinator, in consultation with the ENC Director, arranges for escorted visits to photographic locations.

The following positions are assigned to the Emergency News Center:
Emergency News Center Director Company Spokesperson Media Relations Coordinator Technical Briefers Community Relations Coordinator Clerical Support Staff News Writer Media Representative Facilities Administrator Secretarial Supervisor The responsibility of each of these staff members is outlined in Section 8.0 " Emergency Communications Staff Functions".

7.1 Public Interest Items During normal, day-to-day operations, public interest items concerning Vogtle Electric Generating Plant will be communicated as swiftly and completely as possible to the i
Nuclear Information Manager.
Vogtle Shift Supervisor contacts the Vogtle Public Affairs Coordinator concerning any injury or off-normal event at the plant.
The Public Affairs Coordinator in turn contacts the Nuclear Information Manager in Atlanta.

j Additionally, a Nuclear Operations Officer will contact the Public Information Manager. Communications to the media on these items will be cleared with the Nuclear Operations Officer and the Public Information Manager, and may be limited to local or area i
distribution depending on their significance.
7.2 After Bours On weekends or after hours, both the Vogtle Public Affairs Coordinator and the Nuclear Information Manager carry beepers and will be contacted by Vogtle Plant Security and the Corporate Duty l
Officer respectively, concerning events at Vogtle.
Following his notification, the Nuclear Information Manager contacts the Public Information Duty Officer (also carries beeper) and can initiate a

call out of Emergency Communications personnel and subsequent Plan l
activation.
A callout list is utilised which includes primary and

alternate personnel and home phone numbers.
7.3 Unusual Events i
During regular working hours, the Vogtle Public Affairs Coordinator is contacted by the Shift Supervisor (after hours by Plant Security) with the status of the emergency and a brief

interpretation of the event. Similiarly, the Public Information Manager (or his designee) is contacted by the Corporate Duty I
Officer. The Public Information Manager assesses the emergency's severity in terms of its public interest and impact.
He bases this on information from the Power Generation representative who contacts him.
With the event at this status level he will do the j

Receiving technical information from these individuals.

In conjunction with the Emergency News Center Director, maintaining liaison with public information representatives of government agencies represented in the ENC.
5.

Emergency Communications Director The Emergency Communications Director is notified and briefed on emergency conditions by the Public Information Manager and is responsible for the following:

In conjunction with the Public Information Manager decides to activate the Emergency Communication Plan.

In conjunction with the Emergency News Center Director decides to activate the Emergency News Center.
3.
Reporting to the Public Information Department Office (22nd Floor) Corporate Readquarters in Atlanta.
4.
Prior to activation of the Emergency News Center, supervising collection and dissemination of all information regarding the emergency.
5.
Directing all Emergency Communications Personnel assignments and assuring that proper staffing is maintained at the ENC and General Office.
6.
Maintaining on-going communications between the Emergency News Center and the Corporate Readquarters.

Obtaining additional staff assistance for tracking, recording and transmitting pertinent broadcasts.
Corporate Office 14th Floor Liaison

At this location he performs the following functions:

Gathering information concerning the emergency.

Upon activation of the ENC, proceeds to the ENC for assignment as required by the ENC Director.
Governmental Relations Coordinator The Governmental Relations Coordinator reports to the 23rd floor of the Corporate Headquarters, 333 Piedmont building upon I
notification of an emergency by the Public Information Manager.
He is responsible for initial briefing and emergency updates for key governmental figures.
He maintains contact with the Public Information Manager in Atlanta and the ENC Director at the ENC for information updates.
Southern Company Services Liaison i
This individual is notified by the Corporate Office Information Coordinator and works from the 22nd floor Corporate Headquarters.
Responsibilities for this position include the following:
1.
Contacting designated Technical Briefers to obtain their services at the ENC.
2.
Activating and coordinating assignment of members of the Emergency Information Team.
This is a team of public information personnel from throughout the Southern Electric System who provide backup to members of the GPC Emergency Communications Staff.

He is reponsible for maintaining phone contact with local government officials to keep them informed of plant status and company activities.
He is also responsible for keeping the Vogtle Phone Response Team informed of events. <

Individuals in this position are assigned to a work location and-provided with a spokesman's kit and regular emergency status updates.
They are responsi_ble for responding to public and media inquiries concerning on-site emergency conditions and response. ' Additionally, they recognize and report rumors or 7 misinformation to the Corporate Office Information Coordinator.
Vogtle Telephone Response Team This team consists of Customer Service Representatives from GPC's Waynesboro Office.
They operate from their normal work locations and report to the Community Relations Coordinator at the ENC.
Team members receive regular emergency updates from the Community l
Relations Coordinator and the Employee Communications Coordinator.
They utilize this information and a Telephone Response Team information kit to respond to inquiries from the public in the vacinity of Vogtle and to recognize and report rumors or misinformation which they became aware of.
9.0 RUMOR CONTROL In any situation that involves the threat of danger to the public, the activation of a ccmprehensive emergency plan, or the dissemination of information to large numbers of people, misinformation and rumors can be expected to evolve.
The Prompt Notification System would be used to direct area residents to the Emergency Broadcast System (EBS), which will serve as the primary source of official information for the public. The state has primary responsibility for rumor control.
l Georgia Power Company plans to prevent or address rumors by the following policies and practices:
1.
Maintaining a policy of open and candid communications with the media and general public.
2.
Releasing all appropriate information in as clear and concise a form as possible and as soon as possible and making public announcements on a frequent and regular basis.
3.
Designating only one official spokesperson as the source of new or updated official information from GPC.
4.
Monitoring radio and TV broadcasts both in Atlants at the GPC Public Information Office and in the Vogtle area at the Emergency News Center.
Misinformation observed by media monitors at either of these locations is reported to the Emergency News Center Director. s

5.
Members of the Corporate Telephone Response Team and the Vogtle Telephone Response Team are provided with background information and emergency updates.
They are instructed to recognize, report, respond to and log all rumors or misinformation.
6.
Individuals manning the plant or corporate office switchboards and customer service phones are instructed to relay all rumors called in to the Corporate Office Information Coordinator.
7.
The Employee Communications Coordinator transmits to all GPC offices the number for the Corporate Office Information Coordinator with instructions to call that extension concerning rumors noted by employees or called in by the public.
8.
Approved responses to rumors are disseminated by the Employee Communications Coordinator to all GPC offices on the CRT system and if warranted, included on the Employee Answerphone. If rumors are widespread, the Emergency News Center Director will issue a correction through a news release or briefing.
9.
Information on rumors or calls concerning off-site matters are transmitted by the Corporate Office Information Coordinator or the ENC Director to the Operations Officer at GEMA's State Emergency Operations Center (404) 656-5500.
Telephone Response Team members refer public calls concerning off-site matters to this number.
- 10. State agency procedures call for transmitting rumors concerning on-site matters to the Corporate Office Information Coordinator or to the Emergency News Center Director for handling.
10.0 TELECOMMUNICATIONS A.
The Facilities Administrator is responsible for resolving special problems, obtaining additional equipment for the ENC.
B.
Telephone lines connect the Emergency News Center, Emergency Operations Facility and the GPC Corporate Headquarters in Atlanta.
C.
Telecopier lines are established between the EOF, ENC, and Corporate Headquarters Public Information Office.
D.
Portable personal computers are used to trankmit information between the EOF, ENC and Corporate Headquarters, 11.0 TRANSPORTATION A.
The Media Relations Coordinator, upon emergency notification arranges with the Corporate Office Car Pool for ground transportation services for Emergency Communications staff in an emergency.
B.
Special transportation arrangements, such as helicopter service between Atlanta and Vogtle and the Emergency News Center will be made available in an emergency.,
l 12.0 SECURITY A.
The Security Manager coordinates providing additional security support during an emergency.
B.
Security personnel will be provided to the ENC when the decision is made to activate the ENC.
C.
News Personnel, industry representatives, government officials and visitors are asked to present identification and are given an identification badge.
This serves as an ID badge for news personnel attending briefings at the ENC.
13.0 ENC PRINT AND AUDIO-VISUAL AIDS Press kits have been prepared and are stored at the Vogtle l
Visitors Center and at Corporate Headquarters in Atlanta, for quick distribution.
These kits are updated regularly and distributed to all news media.
l Enlarged maps, photographs and diagrams of the plant and its l
i operations are stored at the ENC and Corporate Headquarters for use during news briefings.

A.
The Media Relations Coordinator responds to requests for special interviews, films, photos, videotapes, etc.
B.
Many special requests must be refused either for safety or security reasons.
In such cases, the xeason for refusal is made clear.
C.
Georgia Power Company personnel will accommodate photographers at the plant site as conditions warrant.
D.
Technical Briefers will be available to provide general background information to reporters but will not comment on the plant's status. With approval of the Emergency News Center Director, interviews with these individuals are arranged by the Media Relations Coordinator.
E.
The Media Relations Coordinator or his designee is present at all special interviews.
F.
Interviews may be tape-recorded by a member of the ENC staff.
15.0 PUBLIC INFORMATION PLAN FOR RECOVERY A.
The Public Information representative on the Recovery Organization will be the Emergency News Center Director.
This person will attend all meetings of the Recovery Organization for informational purposes and maintain close contact with the Recovery Manager.
B.
As conditions and public interest warrant, additional Public Information personnel may be assigned to support the flow of information concerning recovery operations.
C.
Information for possible release will be cleared with the Recovery Manager and the Public Information Manager and given to the media through normal procedures.
D.
All released information will be made available to federal and state authorities, the utility industry, the public and Company employees through established channels of communication.

i E.
Advance notice will be given to the public through the media of any company action that will or may affect the health and safety of the EPZ residents.
Information of this type will be followed up with a news release as soon as the results of any such action are known.
16.0 TRAINING GPC Staff Training Key members of the GPC public information department will undergo annual emergency training. This training will be the responsibility of the Nuclear Information Section and will be coordinated through the Manager of Nuclear Training.
It will provide an overview of the Vogtle Plant's design and operating procedures as well as the overall Vogtle emergency plan.
All individuals with positions (primary and alternates) on the Emergency Communications Team will participate in training on the Emergency Communications Plan and their responsibilities under that plan.
Training and participation in drills or exercises will be required annually in order to be thoroughly familiar with their duties.
Training will be documented by personal signatures of those participating and copies of signatures will be sent to the Emergency Planning Coordinator.
NEWS MEDIA TRAINING An annual program will acquaint the news media with the methodology for obtaining information during an emergency as well as information about overall emergency preparedness.
The training will include information about the plant, radiation, and the roles of emergency news centers.
17.0 PUBLIC INFORMATION AND EDUCATION PROGRAM FOR VOGTLE ELECTRIC GENERATING PLANT The goal of the program is to acquaint the general public with the emergency plans in connection with operation of Vogtle and actions l'
they should take if a radiological emergency occurs at the plant.
Such a program is essential to the overall welfare of citizens in l
the area.
Any incident involving a nuclear plant or nuclear materials can easily become a " crisis" in the minds of those l
living in the area, unless they understand the plans and programs l
to be placed into effect should an emergency occur.
To attain these objectives, the program outlined below will utilise available public education and information dissemination resources whenever and whereever possible.
Only by keeping the public well informed will Vogtle Electric Generating Plant be able to operate for maximum benefit of all concerned.

A.
Teaching the public about radiation will be one of the primary aims of the Public Education and Information Program for Vogtle.
B.
Efforts will be directed at helping the public understand what their response should be under the four emergency classifictions established by the Nuclear Regulary Commission (NRC) and the Federal Emergency Management Agency (FEMA) in NUREG 0654 Rev. 1, " Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants".

Thoroughly familiarizing the public with how they will be notified should an emergency occur at the plant will be a program objective.
This will include instructions in use of the National Oceanic and Atmospheric Association (NOAA) radio notification system.
D.
In order to help assure proper public reaction to an emergency notification, GPC will keep State and local officials continuously informed of all details pertaining to any emergency.
E.
Familiarizing the public with protective actions which may be required and rationale behind recommendations for these types of actions will be a program aim.
F.
Several communications methods will be used to acquaint the public with plans for their protection during an emergency at GGNS.
These methods are described below:
1.
Distribution of an Emergency Information Publication annually to emergency planning zone residents.
2.
Placement of notice in the local telephone book.
3.
Display of posters / signs to communicate with the overall population, but especially transients.
These will be placed in public places and where i
people congregate.
4.
Literature will be offered to schools and libraries in the vacinity of the plant.
5.
Speakers bureau members will be used to explain the overall emergency response program before public and private organisations.
A prepared talk will be utilized to describe planning efforts.
6.
Information about the plant is given to county, municipal and area governmental agencies and officials and regular meetings will be held with these officials during each year.
7.
A program will be sponsored inviting and encouraging all EPZ residents to attend a briefing and to tour Vogtle prior to operation.
