Dr. Little and Dr. Jordan:
I hope you personally have the oppertality to read this letter because 1 was quite impressed with you and your sense of fair-play at Hershey in November of 1979 during the pre-hearings regarding the re-start of TMI Unit 1.
"We the people" of TM1 land are overwhelmec by the high - powerea.
proponents of neclear power - including the eriire nuclear industry, the banking giants of new York, our federal goverrment (including the r esident, the Department of 2.nergy and Mr. nendrie and Mr. Ahearne of the NRC),
elements of our state government, the business community, t.rPU -Met :.d employees and stockholders, not to mentin my own university whose president sits on the GPU board.
We, unfortunately,' live only 10 miles rrem TMI. The rollowing are a few of my reasons for sincerely believing tM1 she.u.L4 remain closed:
1.
Unit 2.
It seems absolutely ridiculous to even consider re-starting unit 1 with a nuclear " puzzlement" sitting next to 1,,
and when all erforts should be directed to the safe s expeditious clean-up of unit 2.
2.
Location. There appears to be little lop.: in ever having permi,ted nuclear reactors to be constructed on T.*.1 in the first place -
rignt in the middle of a large population area, 10 miles rr:s the otate capital, near a busy airport, in a river with great Ilcoting potential, and on an earthquake rault!
3 GPu and Met-Ed. these people do not inspire much trust and conridence
-no more today than these days of March 1979 follcwing the " transient."
The same people will be r inning unit 1 and even "more and better l
training" does not elevate the ucC factor, u.
Evacuation. Now this is truly a jose desp1*.o rz.MA's efterts. There is j
no way nis area can ce evacuated - even given yh hours cc accomp.ish it.

Electricity Generated at TMI. Is it really:needed? I believe' the.PJM pool expects to have about a 28% reserve margin the next few years and that they (PJM) have established 22% to be adequate.
I must add, I did resent the headlines in the Harrisburg Evening News threatening brown-outs if Untt 1 is net anowed to return to-power, Sounds like blackmal.1 of the local populace 1 6.
Insurance against Nucleai Accidents. - It is most considerate of the
. nuclear utilities to form an insurance pool to protect themselves.
But, who is going.to protect the people? Certainly not Price-Anderson or honeowners insurance. If nuclear plants are so safe,-there should be no insurance problem.. Also,the manufacturers.of plant.
equipment should be required to have insurance.
7.
Psycholosteal Stress. I understand this issue vi u not-even be considered, but it is'a very real'one. Personally, I don't have insomnia'or nightmares as some people still do, but'I do have a feeling of anger and frustration whenever I think or TMI.
My opinions have evolved from learning what I' could about the nuclear industry and TKE in particular after March 1979. This involved attending.
hearings (beginning with the = Kemeny. Commission and including the NRC.
Advisory Committee on Reactor -Safeguards), lectures, news briefings,.
conferences and mettings; also, reading various and sundry literature includ-ing the Governor.'s Comission report and.the draft PEIS.

It appears there is more intent on praserving the infant nuclear, technology than in protecting people.. Health and ' safety are taking a back seat ' to the -
almighty dollar.
There have been a few bright lightsin all this - like Commissioners Peter.
Bradford and Victor Gilinsky of the NRC, occasionally Rep. Allen Ertel, and the editorials in the Harrisburg Patriot-News, which reflect much more fluently my thoughts on TMI. I hope you have had the opportunity to read 1
them.
