Dear Mr. Thorne:

Enclosed is a. letter from General Electric Company dated November 16 requesting amendments to export license XR135 tot

1) extend the expiration date
2) increase the power from 2,894 MWt (984 MWe) to 4,005 MWt (1,356 MWe) an increase of 1,111 MWt (372 MWe);
3) increase dollar amount from $900,000,000 to $4,000,000,000-(an increase of $3,100,000,000);
4) change the address of the ultimate consignee and end-use statement from Taiwan Power Nuclear Units 7 and 8 to read Taiwan Power Nuclear Units Lungmen 1 and 2;
5) change the address of the intermediate consignee;
6) change the address for the other parties to export; and
7) add two additional parties to the export.

Before taking action on this amendment request, we would apareciate your-views, in accordance with established procedures.and from t1e overall perspective of the Executive Branch, as to whether the proposed amendments meet the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-Proliferation Act of 1978.
