  1. N This is in response to your letter of February 2,1981. requesting that one standard, not two as now required by License Condition 4.7, be included with each group of gravimetric analyses run.

We have determined that your request will not endanger the common defense and security and is otherwise in the public interest. Accordi ngly, License Condition 4.7 of Amendment MPP-4, License SNM-1067, is hereby revised, effective immediately, to read as follows:

4.7 "In lieu of Procedures 4.2.2 found in the Fundamental Nuclear Material Control Plan - Revision 3 - dated February 12, 1979 -

the licensee may determine systematic errors for bias corrections by the use of one standard with each group of up to eleven samples that are run for uranium percentage determination by I

the gravimetric procedure or if the licensee runs more than two batches per week then he shall run a minimum of two standards."

The necessary revision to your FNMC Plan should be submitted to reflect the above change.

By means of this letter, we are requesting early submittal of additional revised FNMC Plan pages to reflect new and amended physical inventory procedures that were instituted for your December,1980 inventory. The submittal of this information is urged no later than six weeks prior to the beginning of your next scheduled physical inventory. We are also interested in the status of the proposed installation of floor EDP work-station terminals in the SNM Manufacturing Department (Building #17) for the purpose of providing real-time, on-line material accountability.
