Enclosed is an application ~for an export license (XSNM02724), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium for use as reload fuel for Takahama Unit No.1, Region 18, in Japan.

Assurances from the Government of Japan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation.

Your assistance in obtaining the necessary assurances will be appreciated.

Please note that the material is of Australian origin.

Application for License to Export Enriched UF6 for the Takahama Unit No. 1 Region 18 dor Ms. B. Wright:

Picase find enclosed our application for license to export slightly cnriched UF6. This material will be used for the fabrication of fuel cocomblies and ultimately loaded into Takahama Unit No. 1 (Region 18) owned by The Kansai Electric Power Company Company.

Tho contract for the uranium enriching services with the U.S. Department of Enorgy is DE-SC05-84UEJA203.

P1 case note that the The feed material is supplied by Australia.

Tho relevant enriched UF6 will be delivered at the U.S. D.O.E.

Portsmouth Enriched Plant in Piketon, Ohio. After being exported to Japan, it will be converted to UO2 powder, pelletized and fcbricated into fusi assemblies by Mitsubishi Nuclear Fuel Co., Ltd.

Ao to the validity of the export license, we wish to have a two year period from the date of issuance.

With regard to sampling, va request that two(2) P-10 tube sample be taken from each parent cylinder. These samples nhould be delivered to Mitsubishi International Corporation c/o Teledyne Isotope Inc., for independent cnnlysis. We also request that E.R. Johnson Associates Witness the waighing, sampling and loading operation.
